These securities must be submitted prior to the commencement of any work. The Town of Blacksburg will make an investigation as to the ability of the bidder to perform the work. The Town of Blacksburg reserves the right to reject any bid, if the evidence submitted by, or investigation of bidder, fails to satisfy the Town that such bidder is properly qualified by experience and financial status to carry out the obligations of the contract and to complete the work contemplated therein.
