1L Titanium Continuous Stirred Tank Reactor (CSTR) with Solid, Liquid, and Gas Feeds manufacturing and delivery. Technical questions must be received in writing no later than 4/12/2024 All Technical Specifications requirements being met and with the lowest evaluated price (or cost). The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S. Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE's Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the "M&O Contractor". It is NREL intent to procure a 1L Titanium Continuous Stirred Tank Reactor (CSTR) with Solid, Liquid, and Gas Feeds as described in Attachment No. 1 - Technical Specifications. It is the intent of NREL to award 1 Purchase Order under this solicitation. In accordance with the John S. McCain National Defense Authorization Act Section 889(a)(1)(B), NREL is prohibited from contracting with any offeror that uses, and/or whose lower-tier subcontractor(s) use, covered telecommunication equipment or services as a substantial or essential component of any system, or as a critical technology of any system, on or after 08/13/2020, unless an exception applies or a waiver is granted. This includes such Reference Guide II-009, Exhibit A (Rev. 09/2020) Page 5 of 6 equipment or services from five Chinese companies: Huawei, ZTE Corporation, Hytera Communications, Hangzhou Hikvision, and Dahua Technology.
