The contract work for this project shall consist of the removal (salvage) of the tile roofing material, the removal and disposal of the underlayment, the removal/disposal and replacement of any damaged sheathing, the installation of a new 30# underlayment, the removal and replacement of any damaged or warn out flashing, and the reinstallation of the existing salvaged tile roofing (replace any damaged tiles with new ones at the Norton Younglove Senior Center. There will be a Five Hundred Dollars ($500.00) assessment for each calendar day that work remains incomplete beyond the time stated in the Proposal Form. Refer to the Proposal Form for specific details. For all bid proposals submitted, Labor Code Section 1725.5 requires all contractors and subcontractors to annually register with the Department of Industrial Relations (DIR) before bidding on or performing any public works contract. A contractor or subcontractor will need to be registered with the DIR in order to be qualified to bid on, be listed in a bid proposal as a subcontractor or engage in any component of the work for a public works contract. Proof of current registration with DIR for the prime contractor and all listed subcontractors must be included in the bid. Failure to provide proof of registration with the DIR may result in the bid being considered nonresponsive. The City of Calimesa reserves the right to reject any or all bids, to award each item separately, and/or waive any informality on any bid. No bid may be withdrawn for sixty (60) days after the time set for the opening thereof. Failure by the successful bidder to enter into a contract with the City, or to deliver goods and/or services in accordance with the bid may result in a declaration by the City that the bidder is not a responsible bidder and elimination from consideration in future bidding. At the time of contract award, the prime contractor shall possess the appropriate contractor's license and/or any combination of specialty contractor's license(s) sufficient to perform the work. Proposals must be accompanied by a proposal guarantee consisting of a certified check or bid bond payable to the City of Calimesa in the amount of ten percent (10%) of the total amount bid. Any proposal not accompanied by such a guarantee will not be considered. If a bidder to whom a contract is awarded fails or refuses to execute the contract documents or furnish the required insurance policies and bonds as set forth in those documents, the proposal guarantee shall be forfeited to the City. The proposal guarantees of all bidders will be held until the successful bidder has properly executed all contract documents. If awarded the Contract, the undersigned agrees to start work on this project within fifteen (15) working days or as otherwise directed by the Public Works Director in accordance with these specifications and agrees to complete the work within sixty (60) working days from the Notice to Proceed. In case all the work called for is not completed in all parts and requirements within the time specified, the City shall have the right to grant or deny an extension of time for completion, as may seem best to serve the interest of the City.
