A bid summary will then be prepared and posted for three (3) days. Award of the Contract will be made during a subsequent meeting of the City Council. The contract work for this project shall consist of restoration of existing granule surfaced built-up roof membrane per APOC Guide Specification AM1-PE-MF-252 or comparable roof restoration system for two buildings: one at the City Hall and the other at the Fire Department Apparatus Bay. There will be a Five Hundred Dollars ($500.00) assessment for each calendar day that work remains incomplete beyond the time stated in the Proposal Form. Refer to the Proposal Form for specific details. The City of Calimesa reserves the right to reject any or all bids, to award each item separately, and/or waive any informality on any bid. No bid may be withdrawn for sixty (60) days after the time set for the opening thereof. Failure by the successful bidder to enter into a contract with the City, or to deliver goods and/or services in accordance with the bid may result in a declaration by the City that the bidder is not a responsible bidder and elimination from consideration in future bidding. At the time of contract award, the prime contractor shall possess the appropriate contractor's license and/or any combination of specialty contractor's license(s) sufficient to perform the work. Proposals must be accompanied by a proposal guarantee consisting of a certified check or bid bond payable to the City of Calimesa in the amount of ten percent (10%) of the total amount bid. Any proposal not accompanied by such a guarantee will not be considered. If a bidder to whom a contract is awarded fails or refuses to execute the contract documents or furnish the required insurance policies and bonds as set forth in those documents, the proposal guarantee shall be forfeited to the City. The proposal guarantees of all bidders will be held until the successful bidder has properly executed all contract documents. If awarded the Contract, the undersigned agrees to start work on this project within fifteen (15) working days or as otherwise directed by the Public Works Director in accordance with these specifications and agrees to complete the work within sixty (60) working days from the Notice to Proceed.
