The City of Superior is seeking proposals from qualified firms for the design, provide all construction documents and cost estimates for the City's first splash pad to be located in Wade Bowl Park at 1228 Clough Avenue, Superior, Wisconsin. The project will include splash pad features and mechanics, modification to restrooms, site prep, plantings, infrastructure and site restoration. The scope of work includes design, development of technical bid documents and construction support. Design should be completed by September 2024, for construction to be completed by October 1, 2025. This project phase is funded by a Community Development Block Grant (CDBG). Scope of Services Description of Work Wade Bowl is a 5.2 acre park located at 1228 Clough Avenue, Superior, Wisconsin. The park is a large community park that contains a playground, pavilion, softball field, hockey (mini-dog park during non-winter months) and figure skating rink area, a restroom facility, basketball net on an asphalt pad, asphalt walking path through the park and a large gravel parking area. It is located within the northern central part of Superior and contains a fair amount of open green space that will become the home to the City's first splash pad. The City is seeking a qualified consultant to design, provide all construction documents and project cost estimates for the City's first splash pad. In addition to the splash pad features and mechanics, the project also includes modifications to associated restroom to include changing facilities, site prep, plantings, infrastructure and site restoration. The splash pad shall be a flow-through splash pad. The budget for the construction phase of the project is not-to-exceed $350,000.00. The construction phase will be funded by the Community Development Block Grant (CDBG). The construction phase must be completed and billed in full by October 1, 2024. All work for the following tasks shall be in conformance with the specifications herein and current City of Superior Specifications and Standards. Meaningful input from the community will be required as part of this design contract. All proposals must be prepared with the forms provided and submitted in accordance with the Instructions to Consultant/Firm. The City of Superior encourages the participation of minority, women-owned and disadvantaged business enterprises. The City of Superior reserves the right to reject any or all proposals, to waive irregularities, or to accept such proposals, as in the opinion of the City, will be in its best interests. March 22, 2024, at 4:30pm Deadline for Questions. During this Proposal process, Proposer shall not contact any City Staff except those designated in the text of this RFP or subsequent addendums or correspondence. Questions should be addressed in writing to the Contract Analyst, via e-mail darwinj@superiorwi.gov. Please reference RFP #24-17-PRF and line number being referenced. Non-compliance with this provision may result in rejection of the Proposal.
