Renovation of a theater / auditorium in Del Rio, Texas. Conceptual plans call for the renovation of a theater / auditorium.

The City is seeking to obtain statements of qualifications from qualified firms who can provide engineering and architectural services for the Paul Poag Theater rehabilitation project. The Paul Poag Theater is located at 746 South Main Street in Del Rio, Texas, Zip Code 78840 and is owned and operated by the City of Del Rio. All statements of qualifications received after this time will not be accepted and will be returned unopened. The received statements of qualifications will be reviewed by a committee consisting of City of Del Rio employees. Any questions concerning submission specifics should be addressed to Luis Menchaca, Purchasing Agent via e-mail at Luis.Menchaca@cityofdelrio.com no later than April 15, 2024, at 5:00 PM CST. Submissions cannot be altered or amended after the submission deadline. Any interlineation, alteration, or erasure made before opening by the City must be initialed by the signer of the submittal, guaranteeing authenticity. The City of Del Rio is interested in obtaining statements of qualifications from firms who are experienced and qualified in completing engineering and architectural services for rehabilitation projects similar to the one being undertaken to rehabilitate the Paul Poag Theater. The Paul Poag Theater was closed due to safety concerns in February 2023, with the Marquee being removed that same month. Throughout the months of March and April 2023, the City had inspections done on the Fire Alarm and, Fire Suppression System and work was completed on certain electrical aspects of the building. Door hardware was installed to enable functional operation. The City is interested in entering an agreement with one firm that will take care of all engineering and architectural aspects of the rehabilitation of the Paul Poag Theater. The project will be based on a two-step process. The initial step would be an assessment of the current facility to determine the most cost-efficient manner to rehabilitate the building in such a manner that maintains the historic characteristics of the existing building while bringing the facility into compliance with the currently adopted codes as noted in our Code of Ordinances. This would include evaluating the existing building, fire alarm and suppression system and the mechanical, electrical and plumbing systems to determine the extent of the work needed on the components to be cost effectively incorporated into the rehabilitated facility. The selected firm would be responsible for the following milestones as part of the scope of work: o Conduct kick-off meeting with City of Del Rio Officials (this initial step will need to be completed within 60 days of issuance of a work order) o Conduct the facility assessment with Qualified Structural, Mechanical, Electrical, Plumbing and Fire System Personnel (no destructive testing is required) o Conduct imaging/scanning of the building o Inventory the building systems and their condition o Electrical and water services will be provided to the building for the assessment (with the exception of water) to the fire suppression system o Analyze the facility assessment data and develop a probable construction method and cost proposal to address identified facility code deficiencies o Identify the individual structural, mechanical, electrical, plumbing and fire system deficiencies and the estimated probable cost to bring the systems up to code o Submit and brief City of Del Rio Officials on findings and recommendations o Include a presentation to the Del Rio City Council during a regularly scheduled Council Meeting The Currently Adopted codes as per the City of Del Rio Code of Ordinances includes the following: o 2015 International Building Code as identified in Sec. 8-9.11 of the Del Rio Code of Ordinances o 2015 International Building Code as identified in Sec. 8-39 of the Del Rio Code of Ordinances o 2015 International Building Fire as identified in Sec. 10-43 of the Del Rio Code of Ordinances o 2020 NFPA 70 National Electric Code as identified in Sec. 8-128 of the Del Rio Code of Ordinances The method of Contractor Selection has not been Determined at this time.
