The City of Caldwell, Idaho, invites you to submit qualifications for the following: Project Title: Railroad Quiet Zone Evaluation of Six Railroad Crossing Locations Project Site: City of Caldwell, Union Pacific Railroad crossings, 5th Avenue to Linden Road The City of Caldwell is desirous to establish a railroad quiet zone in the downtown and nearby area, eliminating train horn blasts, to enhance the livability of this important area of the city. Caldwell is requesting written qualifications to provide professional engineering services for a Railroad Quiet Zone Evaluation of six separate railroad/street crossings of the Union Pacific Railroad in Caldwell. The City will be closing the 4th Avenue crossing in the near future, and this evaluation study will examine the following crossings: 5th Avenue Kimball Avenue 9th Avenue 12th Avenue 21st Avenue Linden Road Questions This project's question-and-answer period ends by 4:00 P.M. (MDT) April 22, 2024. Questions must be submitted through the City's website or the City of Caldwell website link. The City of Caldwell will respond to questions and make answers to inquiries, questions, or any clarification requests requiring an addendum via a Final Addenda to all RFQ Holders on or before 4:00 P.M. (MDT) April 24, 2024. Submitters may click "Follow" on this Request for Qualifications (RFQ) to receive an email notification when answers are posted. The Submitter is responsible for checking the website for answers to inquiries. Communication with Staff During the period of solicitation of qualifications, questions may be directed to Bruce Mills, Deputy Public Works Director (Transportation) at bmills@cityofcaldwell.org Schedule Provide a proposed schedule for the length of time you anticipate this project to take, assuming you are given a notice to proceed with the work on June 4, 2024. List major milestone dates for the project. If questions require the creation of an addendum, this will be issued by the date specified herein. Scope of Work The following is an anticipated preliminary scope of work, to be accomplished for each of the six crossing locations listed in the introduction section of this RFQ. Responders to the RFQ are encouraged to propose revisions to this scope of work in their project approach, depending on their expertise and knowledge of railroad quiet zone evaluations. Data Collection. Conduct a field survey to determine locations of crossing devices, driveways, edge of roadway, and other appurtenances and surface features. Aerial images may be used with additional necessary field measurements to verify information. Concept Development. Document alternatives for potential crossing closures and detours. Determine Supplemental Safety Measures and/or Alternative Safety Measures available and appropriate for each crossing. Report and Documentation. Prepare planning level cost estimates for each safety measure. Provide detail of Federal Railroad Administration quiet zone application process. Prepare final technical memorandum summarizing results of the evaluation study. Project Meetings. Meet with City of Caldwell, ITD and Railroad officials to coordinate data collection, conceptual designs and report development.
