The City of Westerville is accepting proposals for fiber optic cable installation services, routine cable maintenance, trouble call response/restoration services, and underground/aerial cable placement, to include labor, parts, materials and supplies, as may be required by the City of Westerville and our WeConnect fiber network. The purpose of this Request for Proposal (RFP) is to inform the private sector of a potential business opportunity for one or more contractors to enter into indefinite quantity contracts for fiber optic cable installation services, routine cable maintenance, trouble call response/restoration services, and underground/aerial cable placement, to include labor, parts, materials, and supplies, as may be required by the City of Westerville and our We Connect fiber network. Scope of Services - Fiber Network Installation (consisting of all labor, parts, materials, and supplies) to include installation of drop (aerial and/or underground) and splicing. Installation of splitters, inside wiring with termination at customer patch panel for hand-off to customer. - Routine cable maintenance and fiber restoration services, including labor, parts, materials, and supplies, for the WeConnect fiber optic network. -In the event of an emergency, the City may require services at off-times. To facilitate prompt response and resolution of emergency fiber restoration incidents, the City's expectations for emergency repair services are as follows: the Successful Offeror(s) must be able to initiate emergency fiber optic restoration services within two (2) hours of emergency service notification from the City. -Provide complete underground facilities placement including fiber drops,distribution, backbone cables and vault/manhole installation. Must be capable of direct plow up to 18"deep, missile and directional boring. -Coordinate with WeConnect technical, sales and customer service staff for order entry, scheduling, completion, testing /validation, and the development of a detailed plan of action for emergency response. -Provide warrantee work as directed for defects or incomplete services. -Installation services are required to meet applicable Federal and State building codes and standards. Corning NPI (Network of Preferred Installers) program membership is recommended; however not required. -The Successful Offeror(s) shall provide a single point of contact to initiate installation, routine cable maintenance, and fiber restoration services. -The Successful Offeror(s) shall make crews available to the City seven (7) days/week, fifty-two (52) weeks/year, twenty-four (24) hours/day. The City reserves the right to reject any and all proposals in their entirety or to select certain applications from the proposals. The City reserves the right to award a contract in any manner deemed in the best interest of its citizens. All work performed under the City's contract is subject to Chapter 4115 of the Ohio Revised Code regarding Prevailing Rates of Wages. The City shall notify only the Contractor(s) under a contract with the City for a public improvement of any changes in the Prevailing Wage Rates. The Contractor(s) shall then notify all subcontractors of changes in the Prevailing Wage Rates within seven business days of receipt from the City. The Contractor(s), all subcontractors and all applicable Suppliers shall comply with the requirements of the Ohio Revised Code Chapter 4115 and the Ohio Administrative Rules and regulations 4101:9-4 and shall pay each laborer, worker and mechanic employed by the Contractor(s) not less than the prevailing rate of wages as determined by the Ohio Department of Commerce. The types and estimated quantities are for annual needs under this contract. These are for bidding purposes only. Indefinite Quantity: A type of contract that provides for the delivery of indefinite quantities, with no guaranteed minimums and within stated maximums, of supplies or services to be furnished during a fixed period, with deliveries or performance to be scheduled by placing orders with the contractor(s). QUANTITY ESTIMATE :The types and estimated quantities are for annual needs under this contract. These are for bidding purposes only. These estimates are not to be construed as representing an actual order for any amount or a guarantee that any amount will actually be purchased. The City estimates spending up to $300,000 per year on fiber optic cable installation and maintenance services. The City reserves the right to purchase up to twice the estimated quantity. The Q&A period for this opportunity is April 3, 2024, 3:00 PM (EDT) to April 15, 2024, 5:00 PM (EDT). You will not be able to send messages after this time. Questions may be submitted to the City at either Bids@westerville.org or via the Project Portal. Questions will be documented, and an addendum will be issued with the City's responses. The City will endeavor to have a copy of such addendum delivered to each person receiving a Request for Proposal; however, it is ultimately the Offeror's responsibility to check the City's website at www.westerville.org/bids for verification of any issued addenda. Your submission must be uploaded, submitted, and finalized prior to the Closing Time of April 25, 2024, 5:00 PM (EDT). We strongly recommend that you give yourself sufficient time and at least ONE (1) day before Closing Time to begin the uploading process and to finalize your submission.
