The District School Board of Niagara (hereafter referred to as the DSBN) hereby invites submissions from Asphalt Paving Contractors to pre-qualify to provide bids on various capital projects for a One (1) year period beginning May 1, 2024 and ending April 30, 2025. Consideration will be given to renew the contract for 2 separate one-year periods ending April 30, 2027. The DSBN will be pre-qualifying multiple suppliers. Only the approved pre-qualified Asphalt Contractors will be eligible to submit quotation or tender packages in accordance with the various Capital projects. This pre-qualification will apply to various Asphalt projects which may be bid directly to the DSBN by Asphalt Contractors as well as work to be tendered to General Contractors as Sub-Contractors. Asphalt Contractors will be pre-qualified under two (2) different categories based on project value: Category A - Projects less than $30,000 on a time and material basis. Lot price quotes maybe requested prior to starting some projects. Category B - Projects greater than $30,000 to be awarded on the basis of competitive request for quotation or tender as per the DSBN policy. Only approved pre-qualified Paving Contractors for Category B Projects greater than $30,000 will be eligible to bid on DSBN Asphalt Paving Projects. (Please note this does not apply to projects tendered through General Contractors). Proponents may submit qualifications for Category A and/or Category B. Contractors may be selected for both or just one of the categories based on relevant experience and the references provided. The DSBN will pre-qualify approximately three (3) Contractors for Category A Projects at DSBN facilities, on an "as needed" basis for projects valued less than $30,000. The DSBN Facility Services Department will select Contractors on the basis of "best fit" of expertise and services required, subject to the availability of the Contractor to meet DSBN requirements as determined by the DSBN at its sole discretion. DSBN is currently in contracts for the following services: Contract 21089- Asphalt Paving Services expiring April 30, 2024. Contract 21194- Asphalt Paving Services Under $25,000 expiring May 14, 2024. DSBN will incorporate the scope of work from Contracts 21089 and 21194 into this contract (24129 Prequalification for Asphalt Paving Services) upon the expiry of Contracts 21089 and 21194. Proponent(s) who have previously been qualified to provide the services for Contracts 21089 and 21194 or who are currently performing work for the DSBN must respond to this Contract 24129 Prequalification for Asphalt Paving Services to be considered for future work assignment once contracts 21089 and 21194 expire as well as the work described for this Contract 24129. Being currently qualified for contracts 21089 and/or 21194 does not automatically qualify the contractor for any part of Contract 24129. Scope of Work - Category A The following are representative of the services which may be required. Work under this RFSQ covers all labour, material and equipment necessary to asphalt, resurface, construct new pavement structures as specified hereinafter. Site Examinations: Prior to submitting a price, the Proponent should visit the site and make personal examination of the scope and nature of the work. The Proponent should make their own assessment of any difficulties which may be involved and include any additional financial requirements to complete the project in the quoted price. Location of Underground Utilities: Prior to excavating, contact all utility companies to locate underground utilities. If private locates are required in addition to the public requirement - please include private locate cost and co-ordination in price. Site Layout: Prior to construction, lay out and set grades for proposed works. Check all dimensions and elevations and advise the owner of any discrepancies. Site Preparation: Layout proposed works including limits of work, locations and elevations. Have all underground utilities located by utility companies prior to excavating. Excavate proposed new asphalt areas to depths, elevations and dimensions as required. Suitable earth material may be utilized on site as directed by Board Staff, all other material must be removed and disposed of at a suitable dump site in accordance with all applicable regulations. Prior to placing stone base on proposed paved areas, grade and compact sub grade. Ensure subgrade is stable and suitable to bear the loads of the intended installation. If not contact project manager. Stone Base: Supply and place stone base for new asphalt areas to depths as specified and shown on the drawings. Stone shall be Granular "A" and shall be thoroughly compacted to 99% Standard Proctor Density and graded ready for asphalt. On larger projects when requested - test data may be requested. Paving: Place asphalt to thickness as specified and shown in the description. Application of asphalt shall be as per M.T.C. Form 310. Asphalt shall be graded without depressions to permit drainage without any surface ponding. All dimensions of asphalt thickness are after compaction has taken place. Asphalt Resurfacing: Thoroughly clean and sweep areas to be resurfaced and remove all dirt, grass, debris and loose asphalt. Fill in any low or depressed areas with asphalt and compact. Apply an even coat of liquid asphalt, tack coat over the complete area to be resurfaced following DSBN standards. Supply and place compacted asphalt to thickness and type as specified in one layer. Preassessment of low spots causing ponding are to be repaired and made good prior to asphalting resurface coat. Asphalt to be grated to permit drainage without any surface ponding to match adjoining surfaces. Removals: Remove and dispose of existing concrete, pavement, trees, etc., offsite as necessary. Repair work to be completed as either cut and patch or infrared asphalt repair, with infrared being the preferred method. All joints are to be sealed with an asphalt emulsion. Line painting will be arranged by the DSBN but coordinated by contractor. Parking Curbs: Any existing curbs will be removed and replaced as required based damage to the curb, any damage due to work will be the responsibility of the Contractor. All curbs are to be removed if paving the area and reinstalled after paving. New asphalt is required under the parking curb and not but up to the curb. Cleanup and Restoration: Upon completion of work, remove all construction materials, equipment and debris from the site. Restore all disturbed surfaces resulting from construction. Where grassed areas are disturbed, replace with No. 1 Nursery Sod. Scope of Work - Category B The following are representative of the services which may be required. Work under this RFSQ covers all labour, material and equipment necessary to asphalt, resurface, construct new pavement structures as specified hereinafter. All of the items included in Category A Scope of work above. Supply and installation of an all-inclusive new fully functioning parking lot including but not limited to grading, berms, parking lot lighting, poured curbs, line painting, catch basins, storm piping, water retention systems, fencing, bollards, flat concrete, tree and other plantings, sod, site restoration. Quote from an engineered drawing and specification design Remove excess material while ensuring reg 406 is followed. Quote, supply and install larger asphalt strip and repave projects. Quote, supply and install larger asphalt mill and resurface projects. This is not an all-inclusive list for either category. Other types of repairs and services may be required. All work shall be performed according to the DSBN standards provided in this document and of the applicable trade requirements and to the complete satisfaction of the DSBN. The bidder is required to verify prior to pricing projects that all specified items will be available in time for installation to ensure orderly and timely progress of the work. The DSBN Facility Representative shall approve the use of any materials other than those specified by the DSBN. The Contractor may present alternatives and options to the DSBN for approval. In some cases, the DSBN may supply the materials to be used by the Contractor and in these circumstances no markup shall apply to these materials. The Contractor may be required from time to time to provide a quote for work required which may not result in the work being awarded. The Contractor shall not invoice the DSBN for this service. The DSBN reserves the right to bypass this pre-qualified list and tender projects to different sets of contractors based on projects that have specific specialized requirements, or different contractual terms, or values. The DSBN complies with the Broader Public Sector Directives (as directed by the Province of Ontario); and applicable trade agreements such as Ontario-Quebec Trade and Cooperation Agreement, Comprehensive Economic & Trade Agreement (CETA) and Canadian Free Trade Agreement (CFTA).
