The San Joaquin County Office of Emergency Services is releasing this Request for Proposal (RFP) to create an approved Federal Emergency Management Agency (FEMA) Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) for San Joaquin County and up to 15 annex plans in compliance with the Disaster Mitigation Act of 2000 and the updated 2023 Local Mitigation Planning Policy Guide. In January 2023, the San Joaquin County Office of Emergency Services finalized a Local Hazard Mitigation Plan (LHMP) following public outreach, hazard assessments, and identification of mitigation projects. The LHMP acts as a temporary solution to meet the specifications of the Disaster Mitigation Act of 2000 until an approved MJHMP replaces it. Estimated Project Start Date Monday, July 01, 2024 A Multi-Jurisdiction Hazard Mitigation Plan (MJHMP) forms the foundation for San Joaquin County's long-term strategy to reduce disaster losses and break the cycle of repeated disaster damage and subsequent reconstruction. San Joaquin County encompasses seven cities and numerous special districts that are to be included in the Multi-Jurisdictional Hazard Mitigation Plan. The planning process necessary to develop the MJHMP is an essential component in creating a framework for risk-based decisionmaking, thereby reducing damage to property and the economy from future disasters. The Disaster Mitigation Act of 2000 mandates local governments to develop and submit mitigation plans for Federal Emergency Management Agency (FEMA) approval to receive Hazard Mitigation Grant Program or Pre-Disaster Mitigation project grants. These plans must undergo regular updates to maintain eligibility for disaster-related funding.
