Deadline for Questions:April 19, 2024, 3:00pm All questions must be submitted via City's online sourcing system's The NEWRF PCCP Replacement is Phase 4 of a series of projects to replace the PCCP transmission main supplied from the Northeast Water Reclamation Facility (NEWRF). The project involves the replacement of approximately 7,000 linear feet of 36" Pre-stressed Concrete Cylinder Pipe (PCCP) installed in 1977 along 77th/78th Avenue North, from 16th Street North to 1st Street North, using Interpace Corporation pipe manufactured with Class IV prestressing wire, which is known to be related to premature pipe failures. The NWWRF PCCP Replacement involves the replacement of ~15,286 linear feet of 30" PCCP reclaimed water main (RWM) supplied by the Northwest Water Reclamation Facility (NWWRF). Like the NEWRF reclaimed water main, the NWWRF main was constructed using Interpace Corporation pipe manufactured with Class IV prestressing wire, which is known to be related to premature pipe failures. The section of the main to be replaced starts at the NWWRF and then runs south through the Azalea Recreation Center and along 72nd Street N., west on 8th Ave. N., South on unimproved right-of-way for 73rd Street N. and then along 73rd Street N., east on 2nd Avenue S. through Circle Park, and east along Poinsettia and 5th Avenues S. to 64th Street S. where it connects to the existing main. The overall project shall be completed by the end of 2028. This Design Criteria Package (DCP) outlines the requirements to successfully complete this critical project for the City. Minimizing impacts to the community, such as noise, odors, dust, and traffic control, is a key component to the project's overall success. Additionally, public outreach and communication during all phases of the project is also essential to the project's success. The City of St. Petersburg ("City") is seeking responses from qualified firms to present Statements of Qualifications to provide Progressive Design Build services for the design, permitting, and construction of the NEWRF and NWWRF PCCP Reclaimed Water Main Replacements. At a minimum, City shall provide and meet the following responsibilities: City shall provide a point of contact (City Project Manager) to administer the Agreement. City Project Manager shall assist with planning, strategy, and objectives prior to performance of the Work. City Project Manager shall promptly respond to issues and inquiries so as not to hinder the progress, completion, or compensation for the Work Scope of Services and Project Phases Upon approval by City Council, the DBF will be authorized to proceed following execution of the Agreement for preconstruction (design and permitting) and construction phase services. It is the City's intent to expedite design and construction of the NEWRF PCCP Replacement and complete it first. Therefore, authorizations are anticipated to include a minimum of four (4) approval phases as follows: o Phase 1: Master Agreement execution and authorization of the Scope of Services and fees for preliminary engineering, 75% design and Guaranteed Maximum Price (GMP) development for the NEWRF PCCP Replacement. o Phase 2: Approval of the GMP for the NEWRF PCCP Replacement, the Scope of Services and fees for final design, permitting and construction of the NEWRF PCCP Replacement, and preliminary engineering for the NWWRF PCCP Replacement. o Phase 3: Approval of the Scope of Services and fees for 75% design and GMP development for the NWWRF PCCP Replacement. o Phase 4: Approval of the GMP for the NWWRF PCCP Replacement and the Scope of Services and fees for final design, permitting and construction of the NWWRF PCCP Replacement.
