Selective Demolition and Construction necessary for the 5-Phase Modernization of Horace Mann Elementary School. Existing Buildings B, C, D, E, M-1, M-2, and M-3 will be Modernized in 5-Phases along with all ADA & Site/ Chiller Yards. This work is associated with Architectural, Structural, Plumbing, Mechanical and Electrical Low Voltage work as indicated in the Drawings and Specifications. Generally, these categories of work involve Hazardous Material Abatement, Demolition, Adaptive Reuse and Modification of certain selected areas, New Finishes, Accessibility Compliance, Re-Roofing, HVAC Upgrades at Instructional Area, Expanding Selected Infrastructure Utilities, Campus-Wide Fire Alarm Upgrades, and Extensive Modifications. The Project will involve the "phasing" and barricading of work areas as indicated on the Logistics Plan and enumerated in these Specifications. This is a Multiple Prime Package project as clarified below. Submission Cut Off Date = (Deadline for Application submission to Quality Bidders) * 04/25/2024 Any bid that is submitted after this time shall be nonresponsive and returned to the bidder. Any claim by a bidder of error in its bid must be made in compliance with section 5100 et seq. of the Public Contract Code. A bid bond by an admitted surety insurer on the form provided by the District a cashier's check or a certified check, drawn to the order of the Bakersfield City School District, in the amount of ten percent (10%) of the total bid price, shall accompany the Bid Form and Proposal, as a guarantee that the Bidder will, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. This Project requires prequalification pursuant to AB 1565 of all general contractors and all mechanical, electrical, and plumbing subcontractors. If required, Prequalification can be completed using the online prequalification system at online. A bid package will not be accepted from any bidder that is required to submit a completed questionnaire and supporting documents pursuant to AB 1565, but has not done so at least ten (10) business days prior to the date fixed for the public opening of sealed bids or that has not been prequalified for at least five (5) business days prior to that date. The Bidder's license(s) must remain active and in good standing throughout the term of the Contract. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the Contract for the Work. The successful bidder will be required to certify that it either meets the Disabled Veteran Business Enterprise ("DVBE") goal of three percent (3%) participation or made a good faith effort to solicit DVBE participation in this Contract if it is awarded the Contract for the Work. This Project is funded in whole or in part with federal funds, and therefore the Contractor shall comply with the Davis-Bacon Act, applicable reporting requirements, and any other applicable requirements for federal funding. Federal prevailing wage rates are available at online. To bid this Project, the Bidder is required to be registered as a Public Works Contractor with the Department of Industrial Relations pursuant to the Labor Code. The Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the District awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening.
