The project consists of paying for all labor, materials, tools, taxes, and equipment necessary to furnish base course, sand, cold mix, hot mix, and No. 3F rock to the Department of Water Supply. The successful bidder is to supply labor and equipment to load requested material onto trucks supplied by the Department of Water Supply in Hilo, Waimea, and Kona. Owner Rights : The Department of Water Supply reserves the right to reject any and/or all bids, and to waive informalities. The Department of Water Supply reserves the right to accept or reject any and all bids and to waive any and all defects in the best interest of the Department of Water Supply. The Department reserves the right to seek additional information or clarification after the bid opening but may reject any bid without comment or explanation if it does not contain enough information to determine exactly what is being offered.
