The City of Kalispell Public Works Department is accepting Statement of Qualifications (SOQs) from qualified Consultants to provide engineering services for grant applications, reviews, studies, design and/or construction administration for a variety of projects as the need arises and as discussed herein. Pursuant to the authority granted to it under MCA 7-5-4301(2)(a)., the City of Kalispell seeks to procure qualified professional service providers to provide professional engineering services to the City of Kalispell. The Public Works Department is accepting SOQs from firms wishing to be added to the list of prequalified firms to perform projects involving several areas of expertise. The SOQ should address the Consultant's capabilities for performing all aspects of the areas of expertise they are requesting consideration for. Specific project selections will be based on the list of prequalified firms determined by these SOQs. The City reserves the right to advertise and solicit proposals for any project. If applicable, answers to questions will be posted in the Q&A for all registered RFQ holders. Service Providers will be selected on the basis of demonstrated competence and qualification for the type of services required and thereafter the City will negotiate the service agreement with what it deems to the be most qualified company. The City shall not be responsible for SOQ preparation costs, or for costs including attorney fees associated with any (administrative, judicial or otherwise) challenge to the determination of prequalification. By submitting a SOQ, each Firm agrees to be bound in this respect and waives all claims to such costs and fees. Written updates to the SOQ for a qualified firm will be accepted every six months. The prequalification will be for engineering services which may include grant applications, reviews, study, design, modeling, and construction administration of various projects. Other assignments of a similar nature may be made at the discretion of the City. 4.2 Areas of Expertise to be included in the SOQ are as follows: Sanitary Sewer Collection System Wastewater Treatment Water System Stormwater Collection and Treatment Geotechnical Evaluations and Materials Testing Roads and Multiuse Paths Water Rights Traffic Engineering Utility Modeling Surveying Construction Inspection Funding/Financial Studies Development Plan Review Land Acquisition Structural Analysis & Design Electrical Engineering Grant Applications/PERs
