PURPOSE AND SCOPE OF THE REQUEST FOR BID
The State of Wisconsin (State), Department of Administration (DOA), State Bureau of Procurement (SBOP),
Consolidated Agency Purchasing Services (CAPS), on behalf of the Wisconsin State Fair Park (WSFP), requests
Bids for the purchase of Asphalt Paving and Maintenance services to include, but is not limited to; Asphalt
Crack Repair, Overlay, Patching, Paving, and Replacement. Work is to be done on a per job basis based on a
SOW provided by the Wisconsin State Fair Park during WSFP Regular Business Days and Business Hours. The
WSFP grounds is approximately two hundred (200) acres including buildings, grass areas and roads and parking
lots that are paved with Asphalt. See Appendix 1: Aerial View of WSFP Grounds.
The State intends to use the results of this process to award one (1) Contract.
The State does not guarantee it will purchase any specific quantity or dollar amount. Bids requiring a minimum
number of commodities or services to be ordered will be rejected. There will be no guarantee to purchase any
specific quantity or pay any minimum Contract price during the term of the Contract.
The State reserves the right to cancel this RFB for any reason prior to issuance of the Notice of Intent to Award. CONTRACT TERM
This Contract shall run for an initial three (3) year period. The WSFP and the Contractor, upon written mutual
agreement, may renew the Contract for up to an additional two (2), one (1) year periods. The Contract shall be
effective on the date it is executed by the WSFP. If no formal Contract is executed, the effective date of the
Contract is the date of the purchase order issued to implement this RFB.
The original Contract term or any renewal period may be extended at the State's request on a month-to-month
basis for a period not to exceed one (1) year for the purpose of completing a future solicitation or transition to
new contractor(s).The RFB documents, the awarded Bidder's response as accepted by the WSFP, and any
purchase order related to this RFB shall become the Contract between the parties unless a separate Contract is
executed unless a separate Contract is executed.
As required by State of Wisconsin Statues, continuance of a Contract beyond the limits of funds available shall
be contingent upon appropriation of necessary funds, and the termination of the Contract by lack of
appropriations shall be without penalty April 23, 2024 1:00PM CT Date Questions Due
If a Bidder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in this
RFB, the Bidder must immediately notify the Procurement Specialist representative via email at
Brooke.Gullick@wisconson.gov. Bidder must include RFB# SF251070 on all email correspondence.
Bidders are expected to raise any questions or clarifications concerning the RFB document by April 23, 2024,
1:00PM CT. The Wisconsin eSupplier Portal is the preferred method for submitting questions and/or
clarifications. Email is also accepted for the submission of questions and/or clarifications and must include
RFB#SF251070 and be directed to Brooke Gullick at Brooke.Gullick@wisconson.gov.
