Term of Service: 7 months beginning on/around May 10, 2024, and ending November 30, 2024 Summary Statement The Maryland Department of Health, Clifton T. Perkins Hospital Center (CTPHC) is seeking the services of a contractor to provide grounds maintenance services to include mowing, edging, weed control and pruning of grass, tree and shrub areas of the Hospital Center campus. This procurement is being solicited to obtain eight (8) months of grounds maintenance services throughout the CTPHC campus, located at 8450 Dorsey Run Road, Jessup, Maryland. Clifton T. Perkins Hospital Center is fully Joint Commission accredited and CMS certified and is an integral part of the mental health services delivery system of the State of Maryland. Clifton T. Perkins Hospital Center (CTPHC) is the maximum-security forensic psychiatric hospital for the State of Maryland. CTPHC conducts pretrial evaluations of defendants referred by the Courts in criminal matters and also provides the State of Maryland with forensic and other specialized services for the benefit of person treated with a mental disorder or disability, the Criminal Justice System, other Mental Health Treatment Centers, and safety and security of the Community. CTPHC is administered by the Maryland Department of Health. CTPHC has an average daily inpatient population of 275 patients and is accredited by the Joint Commission on the Accreditation of Healthcare Organization (JCAHO). Questions and Inquires Written questions from prospective Bidders will be accepted by the Procurement Officer and shall be submitted via website to the Procurement Officer indicated in the RFB Key Information Summary Sheet. Questions are requested to be submitted no later than, Monday, April 29, 2024 at 1:00pm EST. The Procurement Officer, based on the availability of time to research and communicate an answer, shall decide whether an answer can be given before the Bid due date. Scope of Work Requirements It is the State's intention to obtain services, as specified in this RFB, from a Contract(s) between the selected Bidder(s) and the State. Detailed specifications of work to be performed under this solicitation are as follows: 3.2.1 Contractor Responsibilities and Tasks a. The Contractor shall provide all necessary labor, tools, equipment, supplies, materials, and insurance required to perform grounds maintenance and grounds maintenance related services on the CTPHC campus as specified to maintain a uniform appearance. b. Prior to each mowing, minor debris shall be removed from turf areas, i.e.: cans, bottles, trash, etc. c. The Contractor will utilize seasonal, performance-based mowing, cutting to 3" to 3 1/2 " in the Spring, 4-5" in the Summer, and 4" in the Fall for all areas. d. The Contractor shall perform the mowing tasks using the following estimated frequency: i. During the months of April through October 2024 the estimated mowing frequency is once a week from April 1- September 30 and every other week October 1-October 31 with mowing services anticipated to end October 31, 2024. ii. All accessible walkways and curbs shall be mechanically edged to maintain a neat and attractive appearance. All debris shall be cleaned/removed at the time of each edging service. Approximate maintenance visits shall be (twelve) 12 times per season (April 15 to November 15) at fourteen to twenty (14-20) day intervals. iii. The Contractor will ensure that an area is not mowed if the grass does not exceed grass height specified above and that an area will not remain above the applicable length for more than five (5) days. e. The Contractor shall perform tree/shrubbery pruning tasks using the following estimated frequency: i. To be maintained to assist natural and healthy growth potential for each individual species. Tree and shrub care shall be throughout the season on an as needed basis. All debris as a result of pruning shall be removed from site. Trees over 15' tall and 4" in caliper are excluded. Approximate maintenance visits shall be two (2) times per season (April 15 to November 15). ii. Cut back of brush and removal of invasive species; restoring access to culverts for 4 ponds on site. Approximate maintenance visits shall be 2 times per season (April 15 to November 15). f. The Contractor shall perform Mulching tasks using the following estimated frequency: i. Spring Mulch Application: Prior to mulching, plant bed and tree rings shall be edged to a depth of 2-3" to create a neat and defining border. All leaves and branches will be removed from mulch beds and ornamental grasses and perennial plants cut back. Prior to mulching, pre-emergent and slow-release fertilizer to be applied to all beds and tree rings. All tree and shrub beds shall be mulched once in the spring, at a depth of 2-3", using double shredded hardwood mulch. Color to match existing mulch. 1. Spring Cleanup - Consists of the removal and disposal of leaves and small debris from all grassy areas and parking lot. Work should be performed in coordination with mulching if applicable. ii. Fall Mulch Application: Prior to mulching, plant bed and tree ring edges shall be redefined mechanically or by hand to reestablish a neat and defining border. All tree and shrub beds shall be mulched once in the fall, at a depth of 1-2", using double shredded hardwood mulch. Color to match existing mulch. 1. Fall Cleanup - The contractor shall perform the removal and disposal of leaves and small debris from all grassy areas and parking lot. Work shall be performed in coordination with mulching if applicable. g. The Contractor shall perform weed control and herbicide application tasks using the following estimated frequency: i. To be performed every other visit in ornamental beds and tree rings. The work shall be performed mechanically, by hand, or with the use of chemicals when permitted and where accessible. Approximate maintenance visits shall be seven (7) times per season (April 15 to November 15). ii. The following chemicals are to be used for the below applications: Stonewall 65WDG Herbicide, Three-Way Select Herbicide, Nitrogen High NRG-N, Roundup QuickPRO Herbicide 1. Round 1 - Early Spring Lawn Application A. Fertilizer, pre-emergent crabgrass control and broadleaf weed control. 2. Round 2 - Early Summer Lawn Application A. Pre-emergent crabgrass control with broadleaf weed control. 3. Round 3 - Early Fall Lawn Application A. Liquid fertilizer with weed control 4. Crack and Edge A. Application of post emergent herbicide on hard surfaces (i.e. sidewalks and curbs) shall be performed as needed. h. The Contractor must submit a written schedule for seasonal grounds maintenance activities to the Contract Monitor or designee for review. The details of the maintenance schedule must include the type of work to be completed prior to that scheduled day of grounds maintenance. The materials used on that maintenance day must be documented by the Contractor and submitted to the Contract Monitor within 24 hours after the work has been completed. The Contractor must review the proposed schedules with the Contract Monitor or designee and adjust as necessary to avoid conflicts. i. The Contractor must provide all service during normal business hours (Monday-Friday, 7:00 AM- 4:30 PM, excluding State recognized holidays). Alternative scheduling must be reviewed and confirmed by the Contract Monitor or their designee. j. The Contractor will assume sole responsibility for travel time for any service provided under this contract. k. Before starting any work on the campus, the Contractor will report to the Contract Monitor or designee for authorization to proceed with any service. l. The Contractor will agree to any reasonable request by the Contract Monitor for scheduling and performance of the work. m. All Contractor employees who will be on Clifton T. Perkins Hospital Center's campus in relation to this Contract will be required to sign a confidentiality acknowledgement. n. The Contractor must provide a supervisor to act on the State's behalf regarding all matters pertaining to the performance of the landscaping service. The Contractor must notify the Contract Monitor or designee when the Contractor's supervisor will be on vacation or other leave of absence and who will serve as a substitute. o. The Contractor must provide the Contract Monitor or designee with an emergency contact list identifying the names, positions held, and phone numbers of key maintenance personnel; provide mobile and pager numbers for the landscape maintenance manager and site supervisor; and c) attend meetings and site inspections of the grounds as requested by the Contract Monitor or designee. p. At time of contract award, the Contractor will provide a list of names, titles, addresses, telephone numbers (including cellular), pager/beeper numbers, facsimile numbers and e-mail addresses of key managers, supervisors, customer service and field service personnel performing under this contract and who will be on the hospital campus for any reason for the duration of this contract. Staff will not be substituted without written notice to the Contract Monitor or designee prior to the individual coming onto the premises of Clifton T. Perkins Hospital Center. q. Any person performing services on campus under this contract must follow current Clifton T. Perkins Hospital Center PPE/screening guidelines when entering buildings on campus. r. All subcontractors that are used for this project are the sole responsibility of the awarded contractor. It is the responsibility of the awarded contractor to provide all information needed for the subcontractor. The subcontractor must be licensed and insured. Copies of these documents must be provided to the Contract Monitor for this contract. All work completed by subcontractors must be approved by the Contract Monitor. In the event that the work is not accepted it is the responsibility of the awarded contractor to make the work acceptable. The awarded contractor must provide a list of all subcontractors that the firm wishes to use along with the schedule of use of the said subcontractors to the Contract Monitor. s. The Contractor will have kick off meeting with the Contract Monitor within three (3) business days of the Contract Award to begin scheduling services and perform site visits as needed. t. The Contractor will include on all invoices the date(s) of service performance and for each service date, the area locations(s) mowed as identified on Attachment A1: Mowing Areas Table, and acreage mowed in each area. Scope of Work Requirements 3.3.1 Services to Be Performed/Statement of Work/Deliverables: The Contractor may sub-contract all or any portion of the work assigned under this Contract. All work shall be performed by the Contractor's workforce. Any Contractor or Sub-Contractor responsible for the grounds maintenance related tasks assures that the services provided are capable of performing all grounds maintenance and related tasks and duties described herein or as requested. Any changes to the sub-contractor must be approved by the Clifton T. Perkins Hospital Center contract monitor 30 days prior to the change. The sub-contractor technicians must be trained and certified. 3.3.2 Qualifications/Requirements: The Contractor or sub-contractors utilized to perform grounds maintenance related services shall have trained personnel in his or her employ who are trained/licensed/certified to work/perform grounds maintenance and related task and duties. This should be documented by providing a list of personnel who shall perform services under this Contract and their experience and background relative to their experience with grounds maintenance and related tasks and duties.
