The project involves the closure of the Norway-Paris Solid Waste's Construction Demolition Debris (CDD) landfill on Frost Hill Stump Dump Road off Route 117 in Norway. Work will include grading and relocating material, installation of a passive venting system, covering the debris with a clay barrier soil layer, and placement of loam, seed, and mulch to provide proper vegetative cover. Agency Not a Party This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program. Neither the State of Maine nor any of its departments, agencies, or employees is or will be a party to this contract. The Owner reserves the right to waive all formalities, and reject any and all Bids, or to accept any Bid. Norway-Paris Solid Waste, Inc. will have sixty (60) calendar days within which to accept or reject any bid. Liquidated damages in the amount of $250 per day are contained in the Contract. 1-3 The Norway-Paris Solid Waste, Inc. reserves the right to adjust the quantities contained in the Bid Form as needed in order to stay within the project budget. Norway-Paris Solid Waste, Inc. reserves the right to reject any and all bids, to waive any technical or legal deficiencies, and to accept any bid which is deemed to be in the best interest of Norway-Paris Solid Waste, Inc., not necessarily the lowest bid.
