The WORK of this Contract comprises the construction of a new Advanced Water Treatment (AWT) Demonstration Facility. The WORK of this Contract specifically includes the structural, civil, landscape architectural, architectural, and building mechanical work for the entire Demonstration Facility as well as the process mechanical, electrical, and instrumentation and controls (I&C) work for the Advanced Water Treatment Area (AWTA). Portions of the WORK involve the receiving, storage, handling, and installation of equipment and materials to be furnished by the OWNER and contracting with SUPPLIERs' pre-procured by the OWNER. The process mechanical, electrical, and instrumentation and controls (I&C) work for the Brine Management Area (BMA) may be added into this Contract or may be performed by a separate BMA Contractor that the Contractor for this WORK will be required to coordinate with. The Palmdale Irrigation District was formed in 1918 under the provisions of Division 11 of the Water Code of the State of California to supply irrigation water to the approximately 4,500 acres of agricultural land within its boundaries. Under this Code, the District's primary functions were, and continue to be, to acquire, control, conserve, store, and distribute water for the beneficial use of inhabitants and water users within the District. The Palmdale Water District (District) is an independent special district governed by a five-member Board of Directors who serve the public by division. Special districts provide accountability and a means to vote selectively and provide customers the opportunity to express their preferences more precisely. The most basic virtue of a special district is to allow citizens to customize government to suit their needs. The Owner reserves the right, after opening bids, to reject any or all bids, or to make award to the lowest responsible bidder and reject all other bids. Bids will be compared on the basis of the Engineer's estimate of the quantities of the several items of work as shown on the Bid Sheet(s). A good faith determination by the Owner as to whether a bid is responsive or whether a bidder is responsible shall be final, conclusive and binding, and shall not be the basis of a claim for lost profits or other damages by a bidder to whom the contract is not awarded. The Owner reserves the right to waive or seek correction of immaterial errors in a bid, in its sole discretion. The Owner's determination that an error is immaterial shall be final, conclusive and binding on all bidders. Each bid shall be under sealed cover and must be accompanied by cash, a certified or cashier's check, or by a corporate surety bond on the form furnished by the Owner (hereinafter "Bid Security"), as a guarantee that the bidder will, if awarded the contract in accordance with the terms of their bid, promptly secure worker's compensation insurance, liability insurance, and any other insurance required by the Contract Documents, execute a contract in the required form, and furnish satisfactory bonds for the faithful performance of the contract and for the payment of claims of all persons supplying labor and materials for the construction of the work. The Bid Security shall be in an amount not less than ten percent (10%) of the amount of the bid. The Faithful Performance Bond and Payment Bond shall each be not less than one hundred percent (100%) of the total amount of the bid price named in the contract. The engineer's estimate ranges from $16 to $23 million for the work in this bid. Question Deadline 05/02/2024 at 1:00 PM PT If any person or entity contemplating the submittal of a bid for the proposed contract is in doubt as to the true meaning of any requirement of the Contract Documents, or they find any discrepancies in or omissions from the Contract Documents, they shall submit to the Engineer a written request for an interpretation or correction thereof.
