Question Deadline 05/14/2024 at 4:00 PM CT The Scope of Work includes removal of the existing sand filter media and associated piping, installation of new filter media and piping, new distribution laterals to dose filter bed, new filter underdrain system, associated valves and piping, removing and replacing fencing, finish grading, seeding/mulching, and other incidental items and work described in the Project Manual, or reasonably inferable therefrom. A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the Instructions to Bidders. If the total construction cost is less than $75,000, the winning bidder is not required to pay prevailing wage rates and submit certified payroll. The PWSD No. 1 of Franklin County anticipates issuing notice to proceed in July 2024. The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. When Federal wage rates are applicable and included, this contract is subject to the "Work Hours Act of 1962," (P.L. 87-581: 76 Stat. 357) and implementing regulations. Effective January 1, 2009, and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants. Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a tenhour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees. The PWSD No. 1 of Franklin County hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Time of Completion (a) All time limits stated in the Contract Documents are of the essence. The Work to be performed under the Contract shall commence within fourteen (14) consecutive calendar days of the date of the written Notice to Proceed from the Owner to the Contractor, and shall be completed within 30 consecutive calendar days from and including the date of said written Notice to Proceed, subject to adjustments of this Contract Time as provided in the Contract Documents.
