This project will be bid and awarded as a single prime contract. Description: Fair Lake Dam Improvements Construction Fair Lake Dam is an earthen dam in Laurinburg, North Carolina located near the intersection of Purcell
Road and Richardson Road.along the southern edge of Fairs Lake. The dam is classified as an exempt dam. Erosion and sediment control and a rip rap lined auxiliary spillway along the eastern edge of the dam including related earthworks construction will be constructed. Provide Response to Questions/Addendum May 6, 2024 2:00 p.m. Bids will be received on a Lump Sum Price basis with Unit Price rates for additional undercut and acquisition of offsite borrow material, if needed, as described in the Contract Documents. Lump Sum Price does not include sales tax. Taxes shall be itemized on any invoice. Each proposal must be accompanied by a bid bond of five percent (5%) of the gross amount of the proposal executed by a Surety company licensed under the laws of North Carolina to execute such bonds. The Successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the
performance of the Contract. The Bidder is required to make positive efforts to use small and minority-owned businesses in accordance with North Carolina law and as expressly stated in the Bidding Documents. If the Contract is to be awarded, Owner will give the Successful Bidder a Notice of Award within the number of days set forth in the Bid Form for acceptance of the Bid. Scotland Soil and Water Conservation reserves the right to reject any or all bids. Scotland Soil and Water Conservation is not liable for costs associated with preparation of the bid. All questions about the meaning or intent of the Bidding Documents shall be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Addenda will also be posted on the Scotland Soil and Water Conservation website. Questions received less than 10 days prior to the date for opening of Bids may not be answered. Only answers issued by Addenda will be binding. Oralmand other interpretations or clarifications will be without legal effect.
