The purpose of this Invitation to Bid (ITB) by the City of Harrisonburg, Virginia (City) is to solicit sealed bids from interested qualified contractors (Bidder) for the City's Annual Stamped Asphalt program. The stamped asphalt areas will be in crosswalks, roundabout truck aprons, or other locations as deemed appropriate by the Public Works Department. All stamped asphalt areas shall include a one foot (1') white thermoplastic border on each side (if needed on both sides) and be nine (9') feet wide. The thermoplastic border is to be VDOT Class B Type II Performed Type. The stamped asphalt shall be Traffic Patterns XD, Standard Herringbone pattern, with Cobblestone edge, Colonial Brick color or approved equivalent. Examples of the stamped asphalt already placed may be seen at the intersections of Main Street and Bruce Street. Bidders may submit to the City for review and approval of an equivalent product prior to the last day for questions and the City will provide a response prior to bid opening. Traffic control will be the responsibility of the Bidder and a line item has been included in the bid tab. The Bidder shall submit a separate maintenance of traffic (MOT) plan prior to each installation operation for City review and approval. The Bidder shall use the latest edition of the Virginia Work Area Protection Manual. Oral questions will not be permitted. All responses to inquiries will be in writing and will be posted as addenda on the eVA website Bids shall be accompanied by a five percent (5%) bid security. Bid security must be in the form of a cashier's check, certified check or a bid bond issued by a surety. The City reserves the right to retain the security of all bidders until the successful bidder enters into the Contract or until 90 days after bid opening, whichever is sooner. Other bid security will be returned as soon as practicable. If any bidder refuses to enter into a Contract, the bid security may be forfeited. Prior to signing the Contract, the City will require the successful bidder to secure and post a Payment Bond and a Performance Bond, each in the amount of 100% of the Contract Sum. Such Bonds shall be issued by a Surety acceptable to the City. If the Contract Sum changes at any point during the Contract Term, Contractor shall ensure the value of the Performance Bond and Payment Bond is at least 100% of the remaining Contract Sum. Any costs associated with additional bond capacity will require documentation that verifies that the contractor incurred added fees for the added capacity.
