Project Summary Repair the existing rock bulkhead and piling repair on the Port of Coupeville Shoreline. The District reserves the right to waive any informality in a submitted proposal. Any questions related to the RFP should be addressed to the Executive Director, Chris Michalopoulos at executivedirector@portofcoupeville.org 360 222 3558 or to the Project Manager, Mary Hogan at projectmanager@portofcoupeville.org 360 222 3051 Scope of Services o Rock bulkhead repair and piling foot repair. o Permit prep and engineering. o Permit submittals. We are requesting proposals for repair to +/- of the existing rock bulkhead and piling repair to the Port of Coupeville shoreline located at 26 Front St NW, Coupeville, WA. The bulkhead needs to be reconstructed +/- 1' landward, with the base rocks placed +/- 3' below beach grade and built to match existing height. New rock will be needed as well. Quarry spalls are to be placed behind the armor rock and filter fabric placed between spalls and the band. The Port will get written authorization from the neighboring owners of the Museum property required to complete the tie in with the rock bulkhead. The piling to the walkway will be secured by cutting 3-4" of the concrete foundation and placing flat sheet piling driving in the same footprint down +/-3' with concrete poured within the gap between the sheet piling and concrete foundation. The bottom concrete step will be removed from the existing staircase, flat steel sheet piling will be driven into to the beach +/-3' down. The second step will be formed, and new concrete poured to recreate the bottom step. Project is expected to be approved as an emergency permit from Island County, WDFW, and ACOE. An expedited HPA is to be acquired to authorize work and all permits from the County and ACOE will be acquired after the fact.
