Site work for a water / sewer project in Portland, Oregon. Conceptual plans call for site work for a water / sewer project.

This Request for Proposals (RFP) document is a request for sealed competitive proposals under Portland City Code Chapter 5.68. The City of Portland (City) is seeking proposals from qualified proposers with demonstrated experience in engineering, planning, design, permitting, procurement, construction management, and startup of wastewater pump stations. The resulting Professional, Technical, Expert Services (PTE) contract will be awarded for the upgrade of four (4) City of Portland Pump Stations. The City of Portland (City) Bureau of Environmental Services serves the Portland Community by providing water quality protection, watershed planning, wastewater collection and treatment, sewer installation and stormwater management. This project is to upgrade four (4) existing City of Portland Pump Stations that have reached or exceeded their design service life to meet the City's design guidelines, applicable standards, and regulatory requirements. The four pump stations being upgraded include: Please reference Exhibit D for the following As-Built drawings: Exhibit D (1) - 3RD Drive Pump Station (03DR) Exhibit D (2) - Argyle & 19th Pump Station (AR19) Exhibit D (3) - Portland Road Pump Station (PORO) Exhibit D (4) - Gertz Road Pump Station (GERO) The anticipated construction work required to upgrade these pump stations includes: development of existing temporary construction bypass pumping systems, selective demolition of the existing station wetwell/drywells, conversion of existing subgrade structures to wetwells with new submersible pumps, new electrical and control building structures, valve and metering vaults, and all related electrical, communications, mechanical, and piping equipment, site access, security, landscaping and lighting. All work shall lead to a final pump station design and construction that meets the City's pump station design standards and guidelines, and all regulatory requirements. The City requires the support of an Engineering Consultant or team of consultants to deliver the project. The Required professional services could include; project management, quality control, alternatives development and evaluation, cost estimating, pre-design to 30% and design, permitting, procurement phase support, construction engineering support, and support for startup and commissioning, along with other services as required. The City of Portland, Bureau of Environmental Services is seeking proposals from individuals, firms, teams or consultants, hereafter called "Proposer(s)," with demonstrated experience in planning, design, permitting, procurement, construction management, and startup of wastewater pump station improvements., and proposes to engage the successful Proposer for the following services: The work shall include the following services to design and support the construction of upgrades at four (4) City wastewater pump stations (03DR, AR19, PORO, GERO). The Scope of Work phases are aligned with the Bureau of Environmental Services capital project delivery system and will include: a. Project Management - Management of Consultant's project team, project scheduling, and cost control, change management, document decisions and risk register, invoice submission, etc. b. Project Development Phase - Alternatives evaluation for conversion of existing wetwell/drywell structures into submersible stations with above grade electrical and controls equipment and facilitate selection of a preferred alternative approach for all four stations. c. Pre-Design Phase - Engineering design services up to 30% Design d. Design Phase - Engineering design services and permitting support up to 100% Design and Advertisement e. Procurement Phase - Bidding and advertisement support services f. Construction Phase - Construction support services, testing, and startup g. Questions and requests for clarification regarding this Request for Proposal must be directed in writing, via email or fax, to the person Kimberly Whelan Senior Procurement Specialist, BRFS - Procurement Services Kimberly.whelan@portlandoregon.gov. The deadline for submitting such questions/clarifications is seven (7) days prior to the proposal due date. An addendum will be issued no later than 72 hours prior to the proposal due date to all recorded holders of the QBS-RFP if a substantive clarification is in order. Proposals must be clear, succinct and not exceed twenty (20) pages. Pages shall be formatted to 8.5" x 11" or 11" x 17" with the latter counting as two pages. Page orientation (portrait versus landscape) is at the discretion of the Proposer. All fonts shall be at least 11 point. Incidental text appearing in graphics and labels for charts are not subject to this requirement. Section dividers, title page, table of contents, cover letter, resumes, and the PTE Participation Disclosure Form 1 do not count in the overall page count of the proposal. Proposers who submit more than the pages indicated will not have the additional pages of the proposal read or considered. A Non-mandatory on-site Visit of the four pump stations is scheduled. Each site visit is estimated to take 30 minutes, with 15-30 minutes transition time between sites. A Proposer does not have to attend the non-mandatory on-site visit in order for their proposal to be considered responsive. Announcement of short list Proposers June 2024 Interviews or additional review, if deemed necessary June/July 2024 Selection committee recommendation July/August 2024 Contract negotiation with successful Proposer August/September 2024 Contract Execution Date October/November 2024 The City anticipates having the successful Proposer begin work immediately upon contract execution with submittal of final deliverables to the City occurring by June 2029. Proposals containing earlier completion of the deliverables are acceptable and encouraged. The method of Contractor Selection has not been Determined at this time.
