The City of Tea, SD, requests formal bids for the 85th Street Semi-Urban Improvements Project from Heritage Parkway to Sundowner Avenue in Tea, SD. This project consists of re-grading, re-profiling, and moderate widening of 270th Street (aka 85th Street) between Heritage Parkway (aka 469th Ave / CR111) and Sundowner Avenue (aka 470th Avenue) at the northern extents of the City of Tea, SD. A roundabout will be constructed at the intersection of 469th Avenue and 270th Street and a fully urbanized, multi-lane intersection will be constructed at the intersection of 470th Avenue and 270th Street. Existing drainage culverts will be removed and replaced, urban storm sewer and water main will be installed within the urbanized, multi-lane intersection, and street lighting will be implemented at both intersections. The project is approximately 1.2 miles in length. Work will include gravel and asphalt surfacing removals, widening the existing roadway to provide additional lanes, installation of utilities (water main, drainage culverts, and urban storm sewer), installation of curb & gutter, sidewalks & shared-use path, gravel roadway base, concrete and asphalt surfacing, traffic signal elements, street lighting, and landscaping. Each Bid for this project must be accompanied by a guaranty in the amount of 10% of the total amount bid or in lieu thereof a certified check, cashier's check, or bank draft in the amount of 5 percent of the amount bid. Satisfactory forms of proposal guaranties are certified checks, cashier's check, or bank draft issued upon a national or state bank, and bid bonds issued in accordance with South Dakota Law and made payable to the City of Tea. The Bid Proposal Guarantee will be retained by the OWNER as liquidated damages if the successful bidder refuses or fails to enter into an Agreement within twenty (20) days after Notice of Award or fails at time of executing the contract to furnish a Contract Performance Bond guaranteeing the faithful performance of the work. The Bidder to whom the contract is awarded will be required to furnish a Contract Performance Bond to the OWNER in the amount of one hundred percent (100%) of the contract award. The Contract Performance Bond will remain in effect for not less than one year after the date of the City of Tea's letter of Final Acceptance. A Certificate of Insurance will be required from the successful bidder prior to beginning work. Bids may not be withdrawn after the time fixed for opening them. The City of Tea reserves the right to reject any and all bids, waive technicalities, and make award(s) as deemed to be in the best interest of Tea, SD.
