The State of Kansas Department of Health and Environment (KDHE), Surface Mining Unit (SMU) is soliciting proposals to establish a master contract with a list of qualified Professional Engineering Consultants (Contractors) specializing in designing and preparing construction bid documents for abandoned mine land (AML) reclamation including: 1) coal mine-subsidence mitigation, and/or 2) surface coal mine reclamation. The Consultant shall have the capability to perform engineering services for the design of subsidence mitigation and/or surface reclamation projects for the KDHE Surface Mining Unit AML Program including but not limited to conducting work on projects with consideration for hazard mitigation and compliance with the National Environmental Policy Act, within Federal-funded programs. Tasks and requirements are described in Section 2.0 and the Appendix. Aerial mapping, design work, environmental permitting, and bid documents & specification development are some of the included tasks. Owner Rights: The PNC has the right to rely on any prices provided by bidders. The bidder shall be responsible for any mathematical errors. The PNC reserves the right to reject proposals which contain errors. The Committee reserves the right to accept or reject any or all proposals or part of a proposal; to waive any informalities or technicalities; clarify any ambiguities in proposals; modify any criteria in this RFP; and unless otherwise specified, to accept any item in a proposal.
