A. The Work of the Project is defined by the Contract Documents and consists of the following 1. The work covered by these specifications is located in West Hazleton Borough, Luzerne County, Pennsylvania. Project involves Contract 1: Building Construction and Add items and associated work 2. Project will be constructed under one prime contract. This work shall consist of the assembling/disassembling and setting up/tearing down for the project, the Contractor's necessary general plant, including field office, shops, plants, storage areas, sanitary and any other facilities, as required by the specifications and special requirements of the contract, as well as by local or State law and regulation. The determination of the adequacy of the Contractor's facilities, except as noted above, shall be made by the Contractor. The cost of required permits, insurance and bonds and/or other initial expense required for the start of work will be included in this item. In addition, the cost of work associated with assembling, disassembling, setting up/tearing down and protecting the project site during winter shut-downs and prior to substantial completion is included in this item. Questions received less than ten days prior to the date for opening of Bids may not be answered. Storage and Maintenance Building project The Successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner or approved equal. Attention is called to the fact that no less than the PA prevailing minimum salaries and wages as set forth in the Contract Documents must be paid on this project and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, ancestry, national origin, or handicap. The Contractor will be required to comply with the Provisions of the Pennsylvania Human Relations Act in providing equal employment opportunities in connection with all work. This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations, and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. However, the award of the contracts may be delayed by required approval of another government agency or closing on the project funding loans. Owner shall reject all bids or award to the lowest responsive and responsible bidder within 120 days of the bid opening.
