3rd Street Power Plant Roof and Masonry furnishing of all necessary permits, labor, material, and services necessary for: 3rd Street Power Plant Roof and Masonry (the "Project"), as more fully described in the Contract Documents prepared by City of Hamilton ("Design Professional"). Bids will not be accepted after this time. Subject to the right of the Owner to reject any or all bids, the Owner will award contracts to the bidder(s) submitting the lowest and best responsible bid(s). In general, the improvements for which bids are requested will consist of the following: Improving roof and masonry infrastructure for a municipal power plant building. Each bid must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashier's check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders. This is a Ohio Prevailing Wage project. The 3 rd Street Power Plant located in the City of Hamilton, Ohio was originally constructed in the 1920s. This facility was a coal-fired steam power plant that generated power for the City for decades. Generation at the plant was idled in 2016 when the City's new hydroelectric plant came online. This facility continues to house critical electrical infrastructure and electric system personnel. The City of Hamilton (COH) has earmarked funds in 2024 to tackle portions of the aging roof and masonry infrastructure. This Project Scope document details the project goals and requirements for a contractor to bid and complete this work. Site Location: 960 N 3rd St, Hamilton, OH 45011 Area A - Old EPDM Roof to New EPDM Roof Assessment and Preparation A. Inspect the existing roofing surface and determine if the roof substrate is in a condition that can support the new EPDM membrane. B. Develop a plan for repairing any deficiencies before installing the new EPDM roof. C. If removal of the (10) capped penetrations is chosen for this project, assess and determine the material needed to seal and cover these penetrations safely/effectively. Removal of Old EPDM A. Carefully and completely remove the old EPDM being careful not to damage the underlying roof substrate. Repair or replace any roofing underlayment as necessary. B. Remove any residual adhesive, sealants or debris from the roof substrate using a scraper or roof cleaning solution. Ensure the substrate is clean, smooth, and free of any loose material before installing the new EPDM membrane. C. Dispose of the old roofing materials properly and safely, following local regulations and guidelines for waste disposal and recycling. D. Temporary roofing material shall be used to prevent water infiltration during storm events. E. If removal of the (10) capped penetrations is chosen for this project, install the appropriate material needed to seal and cover these penetrations safely/effectively. Installation of New EPDM Membrane A. Measure and cut the new EPDM membrane to fit the dimensions of the roof area. Allow for adequate overlap at seams and edges according to manufacturer recommendations. B. Apply a compatible EPDM adhesive or bonding agent to the roof substrate using a roller or brush, following manufacturer instructions for coverage and application. Allow the adhesive to flash off or cure before installing the EPDM membrane. C. Carefully position the EPDM membrane onto the roof substrate, ensuring proper alignment and avoiding wrinkles or bubbles. Use a roller or squeegee to smooth out the membrane and ensure good ad No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best responsible bidder(s).
