Solicitation Number: 36C78624B0029 Project Number: 820-MM24-03B Description: Quincy Bridge and Emery Creek Stabilization at Quincy National Cemetery This notice is provided for information purposes only and does not constitute a request for Bid, Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation number 36C78624B0029 entitled, Quincy Bridge and Emery Creek Stabilization at Quincy National Cemetery on or about June 6, 2024, unless additional notice is given, or this notice is modified or cancelled. Scope of Work: The Contractor shall provide all labor, materials, tools, equipment, transportation, and supervision to complete project number 820-MM24-03B. Repair and restoration work includes: The current cracks and damaged stones should all be tuck-pointed and regrouted to repair the arches and piers to their original state using natural hydraulic lime mortar. The process of removing the stones and regrouting them in place should be done to the extent that any loose grout or excessive cracks are removed and or no longer visible using natural hydraulic lime mortar. Minimize the stormwater from the surface of the bridge and sloped area to the creek by rip-rapping from the bridge to the bottom of the creek bed and 20 beyond each side of the bridge (Stone size shall be 14 18 ). Removal of existing rip-rap and dirt to create a fresh base for the larger rip-rap. Smaller rip-rap shall extend from 20 from bridge to the property line on the north of the bridge and to the property line to the south as indicated on the map (Stone size shall be 10 16 ). Provide stabilizing material as required to keep stone in place. (Approximately 275 of rip-rap is required from the bridge to the east property line). Install rip-rap above existing retaining wall. (approx. 3 ) All rip-rap that cannot be self-secured shall be grouted in place with concrete/mortar. Prep and remove mortar from mortar joints on the retaining walls of Emery Creek, in areas as indicated and needed (see pics below, excluding hard areas of mortar), to a depth of A 3/4 , stone to stone. Prep all mortar joints for repointing process. Using natural hydraulic lime mortar compound and mixture, repoint entire area previously prepped. Existing broom finish to be used for repointing portion of project. Immediate project area to be dampened during project to ensure proper curing of all mortar. Once all repointing is complete and all mortar has properly cured, remove all work-related debris and haul away. Project to be completed only when water levels allow. Sealing entire existing stone project area with Masonry Siloxane Sealer. Hauling away any debris left from project. All necessary precautions to protect structure/objects in immediate area where project will take place. All work performed to be in accordance with OSHA s dust collection and fall protection guidelines (if applicable). Remove all overburden, dirt and rocks to expose existing retaining wall. All debris to be removed from site. Clean debris from the creek as required. Any unforeseen work or materials project may require not noted in this proposal, will be approved and signed by project manager/property owner per change order submitted, prior to project continuing. All services performed by the contractor must adhere to National Cemetery Administration standards and in accordance with Statement of Work and specifications. Period of Performance The Contractor shall complete all work including submittals, reviews, quality control, repair/construction services, punch list corrections, clean up, invoicing and closeouts documentation submittal within ninety (90) calendar days of Government issuance of the Notice to Proceed. The Product Service Code (PSC) for this procurement is Y1PZ - Construction of Other Non-building Facilities. The North American Industry Classification System (NAICS) code for this procurement 237310 Repair, highway, road, street, bridge, or airport runway, and the business size standard is $45.0 Million. Per FAR 36.204, The magnitude of construction for this project is between $250,000 and $500,000. The full Solicitation, Specifications and Drawings will be posted on Contract Opportunities on or about February 15, 2024, unless additional notice is given, or this notice is modified or cancelled at SAM.gov. The response submittal address, date and time will be included in the solicitation. As noted, this procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at https://veterans.certify.sba.gov/. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.SAM.gov and have completed online Representations and Certifications prior to contract award. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP database at: https://veterans.certify.sba.gov/. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds.
