The purpose of the conference is to discuss the scope of the project and bidding requirements. Attendance at the pre-bid conference and site visit is mandatory and failure to attend the pre-bid conference and site visit will result in your bid being rejected as non-responsive COMPLETION OF WORK: The WORK must be completed within 455 successive calendar days after the commencement date stated in the Notice to Proceed. DESCRIPTION OF WORK: The Project generally consists of furnishing all labor, materials, equipment, services, and performing all work necessary and incidental to the construction of the Blacklake Sewer System Consolidation Lift Station and appurtenances, the Woodgreen Lift Station Replacement and appurtenances, approximately 700 linear feet of new 12-inch diameter gravity sewer main and manholes in open trench, approximately 400 linear feet of new 6-inch diameter butt-fused HDPE sewer force main installed via open trench and trenchless methods, approximately 400 linear feet of new fiber optic conduit and handholes and vaults, a new PG&E electrical service including installation of conduit installed via open trench and trenchless methods, various site improvements, and decommissioning of the existing Blacklake Water Reclamation Facility. Contractor to provide all necessary work plans, permits, and inspections necessary for a complete turnkey installation of new facilities and decommissioning of the old Blacklake Water Reclamation Facility (BL-WRF). SITE OF WORK: The Blacklake Lift Station and BL-WRF are located at 1400 Willow Road, Nipomo, CA 93444. The Woodgreen Lift Station is located at 690 Woodgreen Way, Nipomo, CA 93444. BID SECURITY: Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten (10) percent of the Total Bid Price payable to the Nipomo Community Services District as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement and provide all required bonds and insurance. A bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the OWNER has determined that the CONTRACTOR shall possess a valid Class "A" General Engineering contractor's license issued by the State of California, Contractors State License Board, at the time that bids are submitted. In addition, CONTRACTOR shall also maintain local business license issued by the County of San Luis Obispo. Failure to possess the specified licenses shall render the Bid non-responsive and shall bar award of the Contract to any bidder not possessing the licenses at the bids are submitted. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of ninety (90) calendar days from the date of bid opening. BASIS OF AWARD: The OWNER will award the contract, if at all, to the responsible contractor that submits the lowest base bid. BONDS: The successful bidder will be required to furnish OWNER with Payment and Performance Bonds equal to one hundred (100) percent of the Contract Price. Bonds shall be on the forms included in the Contract Documents; OWNER will not accept bonds on any other form LIQUIDATED DAMAGES: Liquidated damages shall accrue in the amount of $1,000 for each calendar day that WORK remains incomplete beyond the Project completion deadline specified in the Contract Documents.
