Site work and paving for a road / highway in Randolph Center, Vermont. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.
The Town of Randolph is seeking engineering services for slope stabilization in three locations along North Randolph Road. The selected services provider will perform the following: 1. Prepare conceptual plans and engineer's estimate for the recommended option(s). 2. Identify and assist with any State and/or Federal permitting required. 3. Identify any right-of-way issues and/or needs, including any temporary construction easements. 4. Create a project schedule. 5. Prepare bid documents. 6. Facilitate a pre-bid meeting with prospective contractors. 7. Provide inspection services to ensure the work was done according to specifications. The July 2023 storm, due to a combination of rain totals, water volume and force, tree damage, and soils, significantly damaged and destabilized slopes in six separate locations along North Randolph Road. The smaller areas of damage will be addressed through the use of Town resources; the three larger areas require engineering services to identify potential remedies capable of both restoring the area to pre-disaster conditions and mitigating future damages, to the extent practicable. The areas of slope instability and damage are listed in the table, along with dimensions and GPS coordinates: Area #2 2 - 2,156 CY of Embankment at a slope (4,311 Cubic Yards / 2), 97 FT long x 12 FT wide x 100 FT deep. - GPS Coordinates 43.97463, -72.56878 Area #2 3 - 4,045 CY of Embankment at a slope (8,089 Cubic Yards / 2), 182 FT long x 12 FT wide x 100 FT deep. - GPS Coordinates 43.97473, -72.56995 Area #2 4 - 5,297 CY of Embankment at a slope (10,593 Cubic Yards / 2), 143 FT long x 20 FT wide x 100 FT deep. - GPS Coordinates 43.97545, -72.57245 Proposals shall include the following: 1. A one-page cover sheet summarizing the proposed action(s). 2. A budget for the project, which includes the following components broken out for each project area (see Section B), including estimated unit costs (hours, yards, tons, etc.) and totals: a. Engineering and design services. b. Permitting. c. Materials. d. Labor and equipment. 3. A proposed schedule. Questions about this request for bids or requests for further information shall be emailed to trevor@randolphvt.org. Any addenda to this request for bids will be emailed to prospective bidders who have requested this solicitation or have otherwise been identified, and posted electronically. No addenda will be issued within 48 hours of the bid response deadline. The Town is not responsible for undeliverable emails. Award of the bid shall occur as described in Section F of this request. Selection will not be based on the lowest price alone and will follow the Town of Randolph's Purchasing Policy which states, in part: "Awards will be made to the most responsible and responsive firm which is able to demonstrate that its' proposal is most advantageous to the Town of Randolph from the perspective of price, quality, approach, and experience;" Town personnel will evaluate each proposal and make a recommendation to the Selectboard for selection and potential bid award. No date has been set for Selectboard consideration at this time, though the goal is to schedule that as soon as possible after bids have been opened. The Town reserves the right to reject any and all proposals submitted, to waive any technical deficiencies, and to accept the proposal that is deemed to be in the best interest of the Town. The method of Contractor Selection has not been Determined at this time.
