Site work and renovation of a civil project in West Orange, Texas. Completed plans call for site work for a water / sewer project; and for the renovation of a water / sewer project.

This project will provide for the complete rehabilitation of the interior and exterior surfaces of the Well Site No. 2 and Well Site No. 3 250,000 gallon elevated storage tanks and improvements to the existing water wells pumping equipment and motors at both well sites. Well Site No. 2 is located at the intersection of Austin Avenue and Jasper Street, and Well Site No. 3 is located on Williams Street in the City of West Orange, Texas. A Pre-Bid Inspection of each elevated storage tank was performed on July 14, 2022. Copies of the Pre-Bid Inspection Reports are attached. Each proposal shall be accompanied by a bid guarantee of not less than 5% of total bid amount, as a guarantee that the bidder will enter into a contract and execute the required bonds within ten days after notice of award. At the option of the bidder, the guarantee may be one of the following: a. Cashier's check or certified check upon a national or state bank, payable to Orange County Water Control & Improvement District No. 2. b. Negotiable U.S. Government bonds (at par value). c. Bid bond from a surety company listed in the latest issue of U.S. Treasury Circular 570, such bid bond being within the maximum amount specified for such company in that publication. Bids without such guarantee will not be considered. The successful bidder must furnish Performance Bond and Payment Bond on the forms provided in the amount of one hundred percent (100%) of the total contract price from a Surety or other Sureties acceptable to the Owner. Since state approval is required for award of contract, the Owner reserves the right to award the contract at any time within sixty (60) days after bid opening. Award of this contract is contingent upon funds being released by the Texas Water Development Board. Award of this contract will be made on the basis of the lowest responsive responsible bid. The right is reserved as the interest of the Owner may require, to reject any or all bids, and to waive any informality in bids received. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
