Question Deadline 05/27/2024 at 5:00 PM CT This contract provides for water system improvements along multiple streets within the City of West Orange for Orange County WCID No. 2. Proposed improvements include removal and replacement of existing water lines including service lines, water meters, connections to existing water lines, remove and replace 89 existing fire hydrants and install 10 new fire hydrants, and all associated appurtenances. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon) wage rate as contained in the contract documents must be paid on this project. For additional information on Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each proposal shall be accompanied by a bid guarantee of not less than 5% of total bid amount, as a guarantee that the bidder will enter into a contract and execute the required bonds within ten days after notice of award. At the option of the bidder, the guarantee may be one of the following: a. Cashier's check or certified check upon a national or state bank, payable to Orange County Water Control & Improvement District No. 2. b. Negotiable U.S. Government bonds (at par value). c. Bid bond from a surety company listed in the latest issue of U.S. Treasury Circular 570, such bid bond being within the maximum amount specified for such company in that publication. Bids without such guarantee will not be considered. The successful bidder must furnish Performance Bond and Payment Bond on the forms provided in the amount of one hundred percent (100%) of the total contract price from a Surety or other Sureties acceptable to the Owner. Since state approval is required for award of contract, the Owner reserves the right to award the contract at any time within sixty (60) days after bid opening. Award of this contract is contingent upon funds being released by the Texas Water Development Board. Award of this contract will be made on the basis of the lowest responsive responsible bid. The right is reserved as the interest of the Owner may require, to reject any or all bids, and to waive any informality in bids received.
