Bituminous Concrete and Stone Conditions and Specifications Hopkins County Fiscal Court will not be responsible for any materials that are delivered onto the County road without signed requisition from the Engineer or Public Works Director or the Hopkins County Judge-Executive's office. At the end of each paving job, the contractor is required to pick up all discarded material from the side of the roadway. Hopkins County Public Works reserves the right to require bidder to perform prep work on roads as needed. This will be bid on a case-by-case basis as needed. Bid amounts shall remain in force and warranted against increase until July 1, 2025 however, the Hopkins County Fiscal Court may terminate this contract for any reason with 30 days written notice. Hopkins County Fiscal Court reserves the right to extend the contract price for an additional year, by mutual agreement of both parties. Hopkins County Fiscal Court reserves the right to waive any informality, to accept the lowest or best bid, or to accept all bids and use the most economical bid for the county for each project. No bidder may withdraw his/her bid within 60 days after the actual date of the opening thereof. Local resident bidders may be eligible for a Kentucky resident bidders preference pursuant to KRS 45A. All paving is to be inspected and signed off on by Public Works management before payment is issued. Tonnage sheets and compaction rate reports will be required at the end of each project.
