Scope of Work The successful Bidder should be prepared to provide, deliver, and apply; road base stabilizer concentrates for application to selected unpaved roads throughout York County. The successful vendor will be required to apply one application of road base stabilizer on approximately 400,000 feet of designated roads each year for a two year period. (Beginning July 1, 2024 and ending June 30, 2026). All work shall be uniform, professionally applied, environmentally safe, and administered and/or scheduled with the Public Works Department personnel. The successful vendor's application truck shall be equipped with a flow meter that is computerized for accuracy, which measures the amount of liquid applied at each location. Upon completion of each location, the meter readings shall be given to the designated county personnel for approval and processing for payment. 2 Additional Requirements Before product application, York County shall: 1) Prepare and grade all roads. 2) Water all roadways prior to product application as needed. The vendor then shall be responsible for: 1) Providing and applying the product. 2) Providing all equipment and personnel necessary to apply the product. 3) Recording and submitting meter readings. 3 Applied Product All road base stabilizer solution shall be liquid calcium chloride. It shall be slightly alkaline, have a minimum concentration of 35% by weight with a specific gravity of approximately 1.357 at 25 degrees Celsius. The product shall be applied uniformly at a rate as determined by the department. 4 Examination of Conditions The successful Bidder shall be responsible for fully understanding the scope of work and obtain first-hand knowledge of the existing conditions where the work is to be performed, the legal requirements and the surrounding conditions, if any, that might affect work performance.
