Bartow County is seeking proposals from qualified firms for the construction of a three-field soccer complex at the Hamilton Crossing Park, located on State Route 41, Cartersville, Georgia. The project consists of clearing the site, installing sand and sub-grade material, layout, purchase and install irrigation system, run water line to county water source, and purchase and install sod. Project specifications are included in the bid documents. Any and all equipment necessary to perform the work shall be furnished by the contractor or sub-contractor. To demonstrate qualifications to perform the work, bidders must include evidence of qualifications and ability to perform the work as specified. Such evidence should include previous experience, personnel and references. In addition, bidders must include evidence to do business in Bartow County. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier's check, or cash in equal amount. The successful Bidder will be required to furnish Performance and Payments Bonds with the executed agreement that meet the requirements of the contract documents and executed on the form attached to the agreement. Successful bidders shall provide Bartow County with proof of workers compensation and general liability insurance in the amounts as required in the bid documents. All bidders must comply with the provisions of O.C.G.A. Sec. 13-10-91 and must register and participate in the federal work authorization program (also known as E-Verify (online)). Bidders must submit the required E-Verify affidavit BEFORE ANY BID IS CONSIDERED. A form affidavit shall be provided with the bid package. In accordance with Title VI of the Civil Rights Act of 1964 and related statutes and regulations, Bartow County hereby notifies all proposers that it will affirmatively ensure that in regards to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The General Contractor and all Sub-contractors shall ensure that employees and employment applicants are not discriminated against because of race, color, creed, sex, or national origin. The terms and time for payments are set forth in the agreement. No proposal may be withdrawn for a period of (90) ninety days after time has been called on the date of opening. The County reserves the right to waive any informality or irregularity in any proposal received. No inquiries or interpretation of meaning concerning this Invitation to Bid will be made to any interested party orally.
