Introduction The City of Redding Power Plant is in need of a contractor to provide generator compliance testing services including verification of real and reactive limits, models and data for generator excitation control system, models and data for turbine/governor and load control or active power/frequency control functions, proper performance of the dynamic control systems, validation of the computer models used for stability analysis, and coordination of generating unit, voltage regulating controls and protection. This will be performed and documented in a manner to allow the City of Redding to provide all necessary data and reports required by North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC). Background The City of Redding Power Plant is a natural gas fired power station located at 17120 Clear Creek Road in Redding, California. The facility includes three peaking gas turbines (Unit 1, Unit 2 and Unit 3), two gas turbines (Unit 5 and Unit 6) that operate in combined cycle with a single steam turbine (Unit 4) and one hydroelectric turbine (Unit 9). Scope of Work It is expected each contractor will make additions which they believe, from experience and judgment, to be beneficial and desirable for the City. It is expected the work will be scheduled and performed in such a manner that minimum costs will be incurred, and the project schedule will not be exceeded. The City will only provide the assistance indicated within this request for proposals (RFP). Additional assistance the contractor will require from the City shall be included within the contractor's proposal. The cut-off date and time for receiving questions regarding this RFP is 5:00 p.m. PDT, on Monday, May 13, 2024. All inquiries must be made in writing and may be submitted to the email address shown below. Term of Contract It is expected the contract will commence upon award and terminate on June 30, 2026. The contract may be extended for a maximum of one (1) consecutive, one-year period, subject to satisfactory performance, and agreement to continue to operate under the same terms, conditions, and contracted labor rates, unless mutually agreed otherwise.
