attention potential proposers! important notice responsibility of each proposer participating in the bidding process it is the responsibility of each participating proposer to refer daily to the bid locker website to check for any available amendments or addenda, responses to inquiries and/or questions, cancellations, or notices of intent to award, and any and all additional information regarding this opportunity. it is not portland state university's responsibility to notify participating proposers by email or by any other means of any of the above. copies of this document can be obtained on the bid locker website as well. project: portland state university ("psu" or "owner") is proposing to relocate student health and counseling (shac) to the 2nd floor of fariborz maseeh hall (fmh) 2nd floor as set forth in this rfp (the "project"). for purposes of this rfp, "design team" means the firm, including its sub-consultants, finally hired to perform the services. "project team" consists of psu, design team and the construction manager/general contractor ("cm/gc"). "interview team" means representatives of a short-listed firm who participate in the interview and who would be directly involved in performing the services. fmh 2nd floor has 36,906 gross square feet and the net assignable space outside mechanical spaces, circulation, and service areas is currently 21,405 square feet. the current program contains classrooms, gallery space, computer and teaching labs. fmh, originally south park hall, was built in two phases, completed in 1961 and 1969, designed by stewart & richardson and wolff zimmer gunsul frasca (zgf) respectively. it was renamed neuberger hall in 1972 to honor richard l. neuberger, a significant supporter of psu and advocate for higher education in portland. from january 2018 to august 2019, the building underwent a major renovation, introducing system upgrades, a modern exterior, an atrium, accessibility improvements, classroom and office renovations, seismic enhancements, and the removal of a significant amount of hazardous materials, with a good percentage of the hazardous materials that remain having been encapsulated. during this latest renovation, the building was renamed fariborz maseeh hall (fmh) in honor of dr. fariborz maseeh, whose significant donation concluded psu's fundraising campaign. fmh is located on sw broadway, sw hall st, and sw park ave. it is adjacent to psu's smith memorial student union building (smsu) to the north. it has five floors, the 2 nd floor being the highest plate-to-plate elevation, and a basement level. the goal of this project is to convert the 2nd floor to psu's center for student health & counseling (shac). shac serves all students on campus and is known for its holistic approach to student wellness. shac's mission is: as experts in college health, we are integral to student success and the well-being of our psu community. its values include: quality: we are trained, compassionate professionals using best practices to achieve optimal outcomes. student-centered: we prioritize students in decision making and in our work. innovation: we actively seek ways to improve what we do. connection: we strive toward positive and collaborative relationships with students, colleagues, and the campus community. diversity and inclusion: we value, respect, and welcome differences. learning: we educate students to be healthy, well-rounded citizens; we educate ourselves to ensure excellence; we support the educational mission of the university. services offered at shac's current location are expected to continue in its relocated space, and include: routine adult medical care and wellness exams lab and x-ray facilities immunizations screenings for stis/stds exams and support for sexual assault survivors (sane) acupuncture. the total project budget is $18,000,000 (minus a combined owner/design/construction contingency of 10% or $1,800,000) or less. it is estimated that the total for direct and indirect costs will equal approximately $16,200,000. proposers shall note that the design team will be responsible for all analysis and design services including, but not limited to: initial consultation: meet with psu shac staff and student representatives to understand their needs, goals, and budget for the renovation project. site assessment: conduct a thorough assessment of the existing space, including measurements, existing conditions, and structural considerations. programming: working closely with shac staff and student representatives define the functional requirements and spatial needs for the renovated space, including room layouts, circulation paths, and furniture/fixture requirements. we anticipate that programming will be a very inclusive process and are looking for the design team to suggest the most appropriate approach to creating an inclusive design approach. construction manager/general contractor (cm/gc) services selection: design team to support and assist psu with the selection of the cm/gc. this includes but not limited to evaluation of cm/gc proposals, interview participation, and question development. concept development: develop design concepts and schemes that respond to the vision and requirements, including aesthetic concepts, material palettes, and design themes with an emphasis on healthcare. space planning: develop (3) detailed space plans and layouts that optimize the use of space and support the desired functionality of the renovated floor. from the detailed spaces plans, psu will make a singular selection or a combination thereof to move forward with. design development: refine the selected design concept into a comprehensive design package, including floor plans, elevations, and 3d renderings. material and finish selection: specify materials, finishes, and furnishings that align with the design concept and meet performance and accessibility requirements, considering factors such as durability, maintenance, and budget. coordination with consultants, cm/gc, and trade partners: coordinate with structural engineers, mep (mechanical, electrical, plumbing) engineers, and other consultants such as accessibility and universal design, healthcare, and so forth to integrate their input into the design. coordinate with consultants and subcontractors to resolve designrelated issues and ensure proper integration of systems and components. bim coordination: study existing 3d model and incorporate any and all new changes to the existing 3d model. code compliance: ensure that the design complies with building codes, fire & structural code, accessibility standards, osha codes, and other applicable laws and regulations. we strongly recommend that you give yourself sufficient time and at least one (1) day before the proposals due date and time to begin the uploading process and to finalize your submission. no late proposals will be accepted. psu accepts no responsibility for non-receipt and/or delays in receipt caused by transmission and reception problems, equipment failure, or any other similar cause. faxed or emailed proposals will not be accepted proposers selected may be requested to provide additional information, either informally or via the interview process, to clarify their proposals and to ensure mutual understanding of the scope of the work requirements and schedule. important notes: each item of requested information is be made only via addenda to the rfp. responses from owner not contained in an official addendum to the solicitation will not be binding on owner. the final addenda, if any, will be released no later than the date specified in section 1.8. proposers are encouraged to check on the status of all addenda prior to submission of their proposal.
