Past Work Performance g 30 Staff Experience/Qualificationsb 30 EFC Funding Experience g 20 Ability to work with local/municipal staff g 20 Totalg 100 SCOPE OF WORK The Village of Liberty, Sullivan County, NY is requesting proposals from qualified engineering firms for the preparation of a Lead Service Line Inventory for the Village water system. Proposals should not exceed twenty (25) pages in length (excluding cover and section dividers) and should include the following information: Firm Summary/Profile Summary of ability to work with local/municipal staff Summaries of at least three (3) similar projects previously completed, including project budget Summaries of State/Federal Grant and Loan experience with emphasis on NYSEFC administered funding over the last five years Proposed Project Organization Chart and resumes of key staff that that are anticipated to be assigned to work on the project A minimum of three (3) client references The Village applied for and was awarded a BIL grant for up to $845,609 to complete the Inventory. The awarded contract will be subject to the NYSEFC Mandatory State Revolving Fund Equivalency Project Terms and Conditions (Eff. Oct. 1, 2023, Revised Nov. 1 2023). The Village of Liberty owns and operates a public water supply and distribution system that provides water to customers within the Village through approximately 1,645 active service connections. To comply with EPA requirements, the Village will undertake a project to create a Lead Service Line Inventory, documenting the material used for all water service lines throughout the water system. Completion of the Inventory will require review of existing records, public outreach and, if necessary, field investigation work to determine the locations of lead water services throughout the water system.
