The Town of Landis requests a Statement of Qualifications from qualified solid waste collection companies for the professional services associated with the weekly pickup of solid waste from the residents and businesses of Landis, NC. Services will include, but not be limited to, weekly pickup on Mondays of solid waste in approved containers, and backyard pickup for residents, that meet the requirements, to have their solid waste picked up in the backyard. There will be approximately 2,000cans that will need to be emptied. SOQ Organization: To facilitate the Town's objective review of the SOQs from different companies,the companies are requested toorganize the main document using a standardized format. Each SOQ should contain the following: o A cover letter on company letterhead signed by a principal or other member of the company authorized to commit the company tocontract for professional services. o Information on the following topics: 1. Company Experience and Qualifications: a. Describe the Company's qualifications as it pertains to thisproject. Include a description ofthe Company, including in-housecapabilities, and any outsourcedservices anticipated. Informationshould include Company history,names and credentials of principal officers of Company, locationof home and branch officers, andhonors and awards (if any).Also,highlight any projects performedfor the Town of Landis during thepast 5 years. 2. Relevant Projects/References: a. Please provide the name, telephone number, and address of at least three references in organizations within North Carolina forwhom your company providedprofessional services and whomthe Town of Landis may contactregarding your company's performance on their projects. 3. Project Understanding andApproach: Provide a description of your understanding of the scope of workand how your company will accomplish the project. 4. Unit Pricing: Provide a rate for each can emptied weekly and any other charges Selection Process Selection of consultants will bemade based upon the qualifications of the company and the ability to meet the weekly goals. The Town will review the submittals from each company using a qualifications based selection (QBS)process. In accordance with NorthCarolina General Statutes, it is the intent of the Town "to select firms qualified to provide such serviceson the basis of demonstratedcompetence and qualification forthe type of professional servicesrequired without regard to fee other than unit price information atthis state. The intent is to negotiate a contract for those services at afair and reasonable fee with thebest qualified firm." The following criteria and weighting will be used for evaluation purposes: Qualification statements will beevaluated by a selection committee on the following basis for theproject under consideration: o Company Experience and Capability - Companies will be evaluated with respect to their experience (40 points) o Project Approach - Companieswill be evaluated on the overall understanding of the project and their technical approach to meeting the project objectives (35points) o Customer Service - Companies will be evaluated on theirapproach to maintaining openlines of communication and beingresponsive to the Town during allphases of the contract (25 points) If the Company wishes to submitadditional information in support of or to strengthen the SOQ, suchinformation may be submitted separately in Appendices.SOQs must be limited to nomore than 15 numbered pages,excluding the cover page, coverletter, and resumes. The Town of Landis reserves theright to select the company thatbest meets its needs and negotiate a final Scope of Work thatreflects the work to be done. Allcompanies submitting a proposalwill receive notification once thecontract has been awarded. Submittal Instructions The Town will receive responsesto the RFQ at the Finance Director's email address. Responsesshould have "RFQ for Solid WasteCollection Services" as the subject line.
