Washington Street Interceptor Upgrade Project Contract No. WS-1 The Project includes the following Work: Base Bid; o The Base Bid scope for this Project generally includes CIPP lining of approximately 460 Linear Feet of 22-inch with 6 sanitary sewer lateral reinstatement, reconstruction of a manhole bench and channel, and rehabilitation of approximately 1 manhole, and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Alternate 1: o The Alternate 1 Scope for this Project generally includes 6 Linear Feet of 18-inch CIPP point repair of approximately 2 spots, 10 Linear Feet of 18-inch CIPP point repair of approximately 1 spot, and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Alternate 2: o The Alternative 2 Scope for this Project generally includes CIPP lining of approximately 148 Linear Feet of 18-inch and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. No pre-bid conference is scheduled for this Project. Question Deadline: 06/06/2024 at 4:00 PM ET, Location : online portal. All questions about the meaning or intent of the Bidding Documents are to be submitted via online. Telephone inquiries are unacceptable. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). The Owner reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner and to reject any or all proposals. Cost -$385,000 to $450,000 including alternatives *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
