Questions Due Date: Jun 7th 2024, 5:00 PM EDT Online Portal The County of Lycoming is requesting sealed bids for Lycoming Creek Sportsman's Fish Habitat Enhancement Project. Any bid submitted will be binding for 60 days after the date of the bid opening. Bids must be accompanied by bid security in the amount of ten percent (10%) of the total amount of the Bid. Bid security shall be released to unsuccessful Bidders within 120 days after the date of bid opening. The Lycoming County Board of Commissioners reserve the right to accept or reject any or all bids, or to accept any part of a bid without accepting the whole thereof, or to accept such bid as they deem to be in the best interest of the County. Anticipated Contract Award (tentative): June 27, 2024 Bids must be accompanied by bid security in the form of a Certified Check, Cashier's Check, or Surety Bond in the amount of TEN PERCENT (10%) of the total amount of the bid. The Bidder's name and business address is required to be labeled on the check and/or bond for identification purposes. Any surety bond submitted must be covered with surety of a company authorized to do business in the Commonwealth of Pennsylvania. Any Cashier's Check submitted must be drawn upon a bank authorized to do business in the Commonwealth of Pennsylvania. Surety bonds must be furnished using the form provided herein or a replication of this form by your surety company. Such bid security shall be a guarantee the Bidder will fully and faithfully comply with all of the terms and conditions of the bid and will enter into a formal written contract and is to become the property of the County as just and liquidated damages in the event that the County incurs any losses as a result of the successful Bidder's failure to execute a written formal contract and to provide the required bonds as required within the ten (10) days after contract award. The County reserves the right to retain bid securities until the lowest responsible Bidder enters into a contract and provides required bonds and insurance, for a period of 120 days, in accordance with applicable law, including 62 PA.C.S.A. Section 3911. The bid security submitted by each Bidder will be returned after a contract has been signed. Bid security shall be payable to the "County of Lycoming". Bid security shall be enclosed in a separate envelope marked "Bid Security" within the bid package. The contract, which results from the award of this ITB, shall commence upon award and terminate on August 16, 2024. SCOPE OF WORK; BUDGET- Grantee shall perform all Project work in accordance with the Project Scope ofWork set forth in Attachment D hereto and made a part hereof. Grantee shall incur expenses under this Grant Agreement and DEP shall pay Grantee for Project work in accordance with the Budget included in Attachment D and in accordance with the Special Conditions (Attachment E) described in Paragraph 7 below. Sec Attachment D - Project Scope ofWork and Budget. PROJECT DESCRIPTION & BACKGROUND In order to stop erosion along the bank of the Lycoming Creek that borders the Lycoming Sportsmans Club, a mudsill was installed in 2009. The present mudsill is still there, however, it has deteriorated and lost rock stabilization. 150 feet upstream of the structure, erosion is actively occurring and more stabilization is needed. The original partner for the mudsill construction, Pennsylvania Fish and Boat Commission, has created a multifaceted design to stabilize 350 feet of streambank. Installing rootward deflectors and log frames will be necessary for this project. Part of the work would begin above the 2009-installed structure. More than 150 feet of new stabilization would be added upstream from those original structures. To improve functionally, modifications to the 2009 structures will be required in order to compliment the new structures. After stabilization is finished, riparian buffer plantings with an average width of 35 feet would be made to provide additional stabilization, stream-side leaf input, and shade to ward off solar warming. After this project is finished, it should reduce 4.47 tons of sediment, 30.55 pounds of nitrogen, and 24.45 pounds of phosphorus annually. This project has will be funded by Countywide Action Plan Funding (CAP) The Lycoming County Countywide Action Plan outline a strategy to enhance the quality of local water through coordinating partnerships and the installation of projects. This projects priority is reflected in the Lycoming County Countywide Action by demonstrating the availability to reduce nutrient and sediment in a waterway located in Lycoming County. As the Lycoming County Countywide Action Plan was created to connect county efforts to statewide goals outlined in the Pennsylvania Phase 3 Watershed Implementation Plan (WIP3) by the Pennsylvania Department of Environmental Protection.
