The project will be completed under one prime contract: Contract No. 2023-1 - Domestic Water Piping Upgrades Section includes general administrative and procedural requirements governing execution of the Work including, but not limited to, the following: 1. Construction layout. 2. Installation of the Work. 3. Cutting and patching. 4. Progress cleaning. 5. Starting and adjusting. 6. Protection of installed construction. 7. Correction of the Work. Contracting Documents may be obtained by contacting A+E Group. Online access will be provided through online and to Prime Bidders only. Printed Contracting Documents may be obtained by contacting A+E Group and payment of a $150.00 non-refundable fee to A+E Group. Each Bid when submitted must be accompanied by a Bid Security which shall not be less than ten (10%) percent of the amount of the Total Base Bid, a Non-Collusion Affidavit, and additional supplements as indicated in the Contracting Documents. The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond and a Labor and Material Payment Bond. Refer to other bidding requirements described in Instruction to Bidders. Bidders must submit their Bid on the Bid Form provided. Bidders shall not alter this form in anyway. Attention is called to the provisions for Equal Employment Opportunity and the payment of not less than the minimum salaries and wages as set forth in the Non-Technical Specifications must be paid on the Project. All contractors and subcontractors will be required to adhere to Section-3 of the Housing and Urban Development Act of 1968 as amended. The Housing Authority of the City of Pittston reserves the right to accept or reject any or all Bids and to waive any informalities, irregularities, defects, errors or omissions in the bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of the Bids, without consent of the Housing Authority of the City of Pittston.
