Agency: Stark Metropolitan Housing Authority Main Commodity/Service Category: Hazardous Materials Consulting Services Sub Commodity/Service Description: Multi-site LBP Inspection and Risk Assessment (Phase 2) The IFB document, submit proposed pricing, where provided for within the eProcurement Marketplace. The IFB document, submit 1 copy of your sealed "hard copy" bid submittal to the Agency Administrative Office. The Agency is seeking bids from qualified and licensed entities to provide the Agency with the following detailed construction services: 2.1 General Scope of Work. Our Agency is seeking bids for Lead-Based Paint Inspection, Testing, and Risk Assessment Services for groups of multiple family housing sites. Services shall include inspections, testing, and risk assessments to be completed within the schedule noted below. The work is to be self-performed by a licensed, certified contractor. 2.2 Specific Services to be provided. An Ohio Certified Lead Based-Paint (LBP) Inspection professional is needed to conduct LBP Inspections and Testing at various Agency multifamily developments and scattered sites as provided in the table below. 2.2.1 The successful respondent(s) shall follow all HUD Guidelines in 24 CFR Part 35 for the Evaluation and Control of Lead-Based Paint Hazards in Housing and with the HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing, Latest Edition, Chapter 5 Risk Assessment and Reevaluation, and Chapter 7 Lead-Based Paint Inspection. 2.2.2 Complete risk assessment of the painted surfaces and required soils (including dust wipe samples) in compliance with applicable guidelines, standards, codes, regulations, ordinances, and laws referenced for Lead-Based Paint Identification. 2.2.3 Coordinate building and unit access with Agency representatives and provide adequate notice of inspections to enable the Agency staff to provide written notice to tenants for the scheduled testing. 2.2.4 Provide one comprehensive report per property for each project group listed in Table A with data relative to the units assessed and in accordance with HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing. 2.2.5 Group 1 requires 4 stand-alone reports, Group 2 requires 3 stand-alone reports, Group 3 requires 5 stand-alone reports, Group 4 requires 3 stand-alone reports, and Group 5 requires 3 stand-alone reports. 2.2.6 Detailed Listing of Properties to be Assessed. Each report shall include recommendations for findings and procedures for any future maintenance work that may encounter affected areas in accordance with HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing. Include sample maps indicating locations of sampling per unit as well as photos of any areas of concern found during sampling. Provide detailed information on surfaces sampled/tested and findings for each. Provide a clear table or chart identifying lead-based paint hazards, lead based-paint potential hazards, specific hazards and property-wide hazards, and areas or components requiring lead dust cleaning. 2.2.7 NOTE: The immediate-preceding Table No. 4 is for reference only. It is the contractor's responsibility to verify that the correct number of units are tested at each property and all testing is in compliance with HUD Guidelines for the Evaluation and Control of Lead Based Paint Hazards in Housing. In no event shall failure to inspect the site constitute grounds for a claim by the chosen contactor after and award. 2.2.8 Employees performing testing shall always wear identification and company logo while on Agency properties. All employees must possess the appropriate licenses and certifications. 2.2.9 Schedule. The successful respondent(s) will have 90 or 150 calendar days from date of Notice to Proceed to complete the inspection, testing, risk assessment, and deliverable requirements (draft final reports) for all locations within a project group as noted above. The successful respondent(s) will have an additional 15 calendar days to incorporate any comments to the draft final reports by the Agency and submit finalized comprehensive reports. 2.2.10 Contract Award. Time is of the essence in the Agency's initiative to obtain updated LBP inspection, testing, and Risk Assessments for its family housing properties. As such, the Agency may elect to make multiple awards to this solicitation such that multiple vendors are working concurrently to complete the LBP reports. The Agency will receive a bid for each of the 5 project groups and shall make an award for each project group based on the lowest responsive and responsible bid for each project group. Vendors may submit a bid for a single project group, or multiple project groups, by submitting a bid for any project group the vendor certifies that they can meet the project schedule for that group. The Agency will be attentive to the capacity of any respondent who provides the lowest bid on multiple project groups and may request additional information concerning capacity and ability to meet the project schedule prior to award of multiple groups to a single vendor. However, vendors are encouraged to submit bids for multiple project groups if they are certain they can meet the concurrent schedules. 2.3 Previous/Current Contractor. The Agency has most recently contracted with the firm Affordable Services, Inc. of Pittsburgh, PA (pursuant to an award of an Invitation for Bids--IFB--No. B23003 that we conducted during 2023-2024).
