The Kodiak Island Borough is requesting proposals from qualified firms to provide professional services in the performance of conducting a hydrology and hydraulics study for Sargent Creek and Russian Creek in Kodiak, AK. This analysis will also consider tidal information and sea level rise (SLR) in Women's Bay, and how these trends could influence relevant creek hydrological features and patterns. Proposers are requested to carefully review this Request for Proposal (RFP), without delay, for defects and questionable or objectionable matter. Questions, objections, or comments should be made in writing and received by the Question Contact no later than 10 calendar days prior to the proposal submittal deadline, so that any necessary amendments may be published and distributed to proposers to prevent the opening of a defective proposal. Proposers' protests based upon any omission or errors, or the content of the RFP will be disallowed if not made known prior to the proposal submittal deadline. The Kodiak Island Borough (KIB) assumes no responsibility for any interpretation or representations made by any of its officers, agents, or employees unless interpretations or representations are incorporated in a written amendment to the RFP. The KIB is requesting proposals from qualified firms to provide professional services in the performance of conducting a hydrology and hydraulics study for Sargent Creek and Russian Creek in Kodiak, AK. This analysis will also consider tidal information and sea level rise (SLR) in Women's Bay, and how these trends could influence relevant creek hydrological features and patterns. This project has a 13-month timeframe to completion. Please note that this project is using federal funds from the Hazard Mitigation Grant Program (HMGP) and the maximum amount budgeted for this project is $99,540.00. The work is intended to: o Identify, collect, and analyze information pertaining to flooding, erosion, and channel migration on Sargent Creek and Russian Creek o Identify critical areas susceptible to flood and channel migration risk o Develop and evaluate mitigation alternatives using geomorphic assessment and hydraulic modeling All deliverables for this project will be completed within 13 months from the date when the Notice to Proceed is received. No project-related work may begin before the start date of the project Period of Performance (POP). No project related work may continue past the project's POP end date. o Identify feasible and cost-effective flood mitigation strategies that can be used to support the pursuit of grant funding as well as future project implementation efforts The method of Contractor Selection has not been Determined at this time.
