Halfway Boulevard Extended Washington County Division of Engineering Invitation to Bid: Halfway Boulevard Extended. DBE Participation (%) 0.2 APL-3(804)E The PROJECT will construct approximately 3200 lf of new roadway from the existing terminus at Newgate Boulevard to the intersection with MD 63 (Greencastle Pike) and Business Parkway. The open section roadway will have 2 lanes in each direction with a curbed, grassed median. There will be 6-foot shoulders draining to bioswales for stormwater management. An existing stream will be crossed using 2-45' wide precast bottomless arch culverts. Traffic barrier and chain link safety fence will be used in the crossing area. A portion of MD63 and Business Parkway will be widened to accommodate the new signalized intersection. A 12" waterline will be extended to the west side of the culverts, and conduits will be placed for future utility crossings. Asphalt paving, striping and signage will be included. The Affirmative Action Contract Goal is 22%.
