The work to be done under this contract consists of removing sediment and vegetation from approximately 960 lineal feet of existing concrete channel, the construction of approximately 1,296 lineal feet of reinforced concrete vertical walled channel varying in size from 45 feet wide x 12 feet high to 45 feet wide x 15 feet high, approximately 93 lineal feet of rock lined channel, and approximately 286 lineal feet of pipe sewers, varying in size from 12" to 90" in diameter and appurtenances to be constructed in an area located south of Interstate 270 and east of Halls Ferry Road, in the City of unincorporated St. Louis County, Missouri. The Bid Proposal shall be prepared on a Proposal Form, provided by the District, in accordance with Section 2.3, FORM OF PROPOSAL, of the General Project Specifications. Bids not submitted on District provided forms will be rejected. The proposal shall be accompanied by a certified check or cashier's check on a bank or trust company in St. Louis County or in the City of St. Louis or by a bidder's bond, for an amount not less than five (5%) percent of the bid amount as bid security to the District. The Metropolitan St. Louis Sewer District (District) has established subcontractor goals for Building Construction (21% MBE and 10% WBE) and Non-Building Construction (10% MBE and 10% WBE) in the amount of $50,000 or more. Workforce goal requirements of 37% Minority, 11% Women, and 46% Apprentice (when applicable) apply to contracts in the amount of $500,000 or more. The requirements are further explained in the attached Business Diversity Utilization and Workforce Program document. The Contractor shall commence work within ten (10) days after the date of written notice from the District to begin and shall complete all work within six hundred ninety-five (695) calendar days after the expiration of such ten (10) day period. If the Contractor does not comply with the foregoing without a written, District approved explanation he may be removed from the list of eligible bidders for future District construction projects until further notice. The District reserves the right to reject any and all bids, offers or proposals submitted, to accept the proposal that it deems to be to its best interest, or to advertise for new bids. The District reserves the right to defer the acceptance of any proposal and the award and execution of a contract for a period not exceeding ninety (90) days after the date of opening the bids. The successful bidder, whose proposal has been accepted, shall sign the Contract in duplicate, and return the signed documents within fifteen (15) days after the date of their receipt. At the same time the successful bidder shall also file with the District two (2) copies of both a Contract Bond for one hundred (100%) percent of the contract amount, and an acceptable Certificate of Insurance and Insurance Binder or policy for the required insurance coverage. Question Deadline 07/05/2024 Interpretations or clarifications considered necessary in response to prospective bidders' questions prior to the opening of the Bid will be issued by Addenda mailed or delivered to all pre-qualified bidders who have purchased plans and specifications. Questions received less than 5 days prior to the date for opening the bids will not be answered.
