n March 2009, the City commissioned the UV Disinfection Evaluation Study, which concluded that Ultraviolet light disinfection (UV) is a promising technology for the JAMES Plant. The Study recommended a pilot testing program to confirm the feasibility of UV over a variety of flow and load scenarios. In October 2011, a pilot study was initiated with a study period from January to October, 2011 to cover a range of weather conditions. The final report, completed in March 2012, recommended that the City proceed with UV disinfection, and provided cost estimates of UV technologies in horizontal and inclined configurations. The pilot study report was updated in July 2016 to review the latest UV technologies available in the market with up-to-date cost estimates. In July 2017 the City issued RFP 1220-2017-2055 for JAMES Plant UV Disinfection Equipment. The outcome of the RFP was to award Trojan Technologies and Ramtech Environmental Products an agreement to supply a TrojanUV Signa disinfection system. The initial agreement did not include the ongoing supply of goods for the recommended servicing schedule during the operating life of the equipment.
