Site work, paving, outdoor lighting and renovation of a mixed-use development in Douglas, Georgia. Completed plans call for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Project awarded to Charles E. Lewis Construction, Inc in the amount of $1,684,074.58. The Scope of Work Includes: Rehabilitation of picnic shelter, concessions building, dugouts, and basketball court. Installation of a Tee Ball field, fencing, field lighting, a wellness area, a playground. Sidewalk repairs. Basketball court resurfacing including cleaning, prepping, patching, resurfacing, sealing, striping Remove existing dugouts and construct replacement dugouts, Foul poles fields #1 thru #4, in-ground mount New basketball goals, cement anchored, including posts, goals, nets Sidewalk new, 4" Sidewalk repairs, patching, & replacement Sidewalk resurfacing including cleaning, prepping, resurfacing, sealing, complete Spectator bleachers installed, complete. Remove and preserve existing bleachers. Load onto Owner vehicle. Owner to transport offsite. Shade cloth coverings for bleachers, installed, complete Water fountain and bottle filling station to include pipe, fittings, taps, valves, installed, complete Replace Fencing for Fields #1 thru #4, including 25' backstop fence, foul line fence, outfield fence, gates, and yellow safety guards, complete All proposals shall be accompanied by a Bid Bond in favor of the City of Douglas in the amount of at least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the Bidder, if awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and Payment Bonds as provided by the law and approved by the Attorney for the City of Douglas. Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall be equal to 100 percent (100%) of the Contract amount. The Bid Bond shall be forfeited to the City of Douglas as liquidated damages if the Bidder fails to execute the Contract and provide Performance and Payment Bonds within (10) days after being notified that he has been awarded the Contract. All work on the project must be completed within 270 consecutive calendar days of the date of Notice to Proceed. Notice to the Public: Disadvantaged Business Enterprise (Dbe). The Proposed Dbe Goal is 7.34%. The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable 2016 Supplemental Specifications, Special Provisions, or any other provision contained within this contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia Department of Transportation Specifications. The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening of the bids. **Document Notess: Plans and Specifications are also on file (for view only) at the City of Douglas Purchasing Office. All Bidders must receive bid package from Engineer in order to be considered certified. Bids from noncertified Bidders will not be considered. Estimated Budget: $1,800,000
