Site work, paving and new construction of a civil project in Snelling, California. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The WORK, in general, consists of the following: AC dike system to capture and direct surface drainage on the dam crest based on most recent Caltrans Standard Plans and Specifications. Number and placement of AC downdrain inlets and downdrains to transport and discharge drainage from the dam crest to the boulders on the downstream face of the dam based on most recent Caltrans Standard Plans and Specifications. Downdrains shall be approximately 25-feet in length and shall not exceed 10 in number. All bids shall be presented under sealed cover and accompanied by one of the following forms of bidder's security: certified check or bidder's bond. Bidder's bond shall be duly executed by a responsible corporate surety, authorized to insure such bonds in the State of California, and secured through an authorized agent with an office in California. The security for the bidder's bond shall be a percentage of the bid in an amount equal to at least ten-percent (10%). A bid will not be considered unless one of the forms of bidder's security is enclosed with it. The bidder's security shall be attached to the appropriate page in the Contract Documents. Execution of Contract A. The Construction Contract shall be signed by the successful bidder and returned, together with the Performance Bond and Payment Bond and satisfactory evidence of insurance, as designated in Section 4 herein, within ten (10) business days, not including weekends and legal holidays, after the bidder has received the Notice of Award. B. Failure to provide Contract copies of required documents within the required time period may result in revocation of Contract. 1.16 Notice to Proceed The Contractor will begin work as specified in the Notice to Proceed, and shall diligently prosecute the Contract to completion before the expiration date. The Notice to Proceed will be issued upon receipt of the signed Construction Contract, bonds and evidence of insurance. The WORK is located at the crest of the New Exchequer Dam (Project), near Snelling, California. The WORK, in general, consists of the following: A. Submit the following: a. AC dike system to capture and direct surface drainage on the dam crest based on most recent Caltrans Standard Plans and Specifications. b. Number and placement of AC downdrain inlets and downdrains to transport and discharge drainage from the dam crest to the boulders on the downstream face of the dam based on most recent Caltrans Standard Plans and Specifications. Downdrains shall be approximately 25-feet in length and shall not exceed 10 in number. c. Proposal to prevent existing longitudinal cracks from propagating into new overlaying AC section. B. Prepare plan, profile and cross-sections of the WORK listed above and specified in the submittal log registry located in Appendix B of these specifications. C. Repave dam crest road from STA 11+50 to 22+27.31. New pavement section shall have a cross slope ranging from 0.5% minimum to 1.0% in the downstream direction. Contractor shall determine extent and depth of existing AC to grind and remove to such a point that will allow new pavement to bond with the existing AC to prevent premature warping of new AC. D. Propose and implement method to mitigate further propagation of cracks through overlaying AC defrom approximately STA 11+50 to STA 22+27.31. E. Install AC dike on downstream edge of AC from STA 11+50 to 21+20. F. Install a maximum of 10 downdrain inlets. G. Install a maximum of 10 CMP downdrains approximately 25-feet in length. H. Installation of new access road per project plans. I. Install slurry seal over existing asphalt as indicated on the project plans from STA 9+68.73 to STA 11+50. We strongly recommend that you give yourself sufficient time before Closing Time to begin the uploading process and to finalize your submission. You will receive an email confirmation receipt with a unique confirmation number once you finalize your submission. Each item of Requested Information is electronically sealed and will only be visible after it is unsealed after the Bid Closing Time. Bids will be electronically unsealed and amounts and award will be posted on the Procurement Portal when available. Work Location - New Exchequer Dam, in Mariposa County near Snelling, California, is at the coordinates of N37.5854 degree, W120.2706 degree. Questions can only be submitted through the MID Procurement Portal and shall be submitted by the deadline specified within the MID Procurement Portal. The Contract shall be signed within ten (10) business days, not including weekends and legal holidays, after receipt of the Notice of Award. Questions Due Date: Jun 24th 2024, 4:00 PM PDT DISTRICT holidays for the time period of this WORK are: Labor Day. Holidays that fall on a Saturday will be observed on Friday and holidays falling on a Sunday will be observed on Monday. For purposes of having an alternate pool of contractors, no bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof. No interpretation or correction of the plans, specifications, or any other pre-bid document will be made orally. The District reserves the right to select any proposal that in its sole determination best meets the requirements of the District, regardless of bid price, or to reject any and all proposals. Bidders will be notified if additional information from them is requested, if they were not successful, and if they were chosen for one or more sections of the proposed scope of work, if more than one section exists. For any moneys earned by the Contractor and withheld by the District to ensure the performance of the Contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Sections 10263 and 22300 of the Public Contracts Code. Attendees are instructed to pull off the road before the gate and meet in the dirt lot next to the gate. Once everyone is in attendance we will head to the Exchequer Dam crest for the site walk. Personal protective equipment (PPE) will not be required for the site walk. All WORK shall be completed by November 1, 2024. Deadline for Questions 6/24/24 4:00 PM Answers released via Addendum 7/08/24 N/A Notice to Proceed Per Section 1.16 N/A Estimated Project Duration - 60 days Withdrawal of Proposals A. Any bid may be withdrawn at any time prior to the time fixed in the public notice for the opening of bids online through the Procurement Portal. The withdrawal of the bid does not prejudice the right of the bidder to file a new bid. B. Whether or not bids are unsealed exactly at the time published in the Bid documents, a bid will not be received after that time, nor may any bid be withdrawn after the time fixed in the public notice for the opening of bids.
