Twenty bridges located throughout the township are identified for needing repair. ARPA funding will be utilized for a portion of the work and contractor must meet/follow associated requirements. Work involved includes concrete repair, installation of rip-rap scour protection, cleaning and painting exposed beams, and channel sediment removal. Alternate bid items (which could be performed by either the contractor or Township personnel) include asphalt and settlement repairs, tree trimming/removal, masonry repointing, replacing signage, replacing guiderail, non-sediment debris removal, embankment drainage repair, and deck cleaning and flushing. Note that work at some bridges will be restricted to certain timeframes due to environmental concerns. Estimated Contract Value: $500,000 Questions Due Date: May 30th 2024, 11:00 AM EDT The successful bidder will be required to pay online Program a fee of 1/3 % of the contract value award. There is a minimum award fee of $100.00 and a maximum of $5,000.00 Proposals shall be accompanied by a bid security in the amount of ten percent (10%) of the total amount of the proposal. Proposals shall be effective for 90 days from the date of opening. The successful low bidder will be required to provide a 100% performance bond or certified check, a 100% payment bond or certified check, a worker's compensation affidavit, and a certificate of insurance naming Upper Hanover and LTL Consultants, Ltd. as additional insureds, all within 20 days after the contract is awarded. A 15% maintenance bond extending for a period of 18 months after substantial completion is also required. Upper Hanover Township reserves the right to waive any non-material defects or irregularities in the bid, and to reject any or all bids or portions thereof. Upper Hanover Township, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all bidders that it will affirmatively ensure that MBE/WBE will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. Project is to be substantially completed by February 28, 2025. Liquidated damages apply at the rate of $400.00 per calendar day. Proposals must include the Public Works Employment Verification Form completed by the Bidder.
